Pre-Solicitation Number: 72049220-OEDG-CHANGE Issuance Date: May 29, 2020

Subject: Pre-Solicitation Notice for USAID/Philippines’ Cities for Enhanced Engagement and

Governance (CHANGE) Activity

This Pre-Solicitation Notice is issued in accordance with FAR 15.204 to synopsize a proposed contract action before issuing any resulting solicitation. Subject to availability of funds, the United States Agency for International Development in the Philippines (USAID/Philippines) intends to issue a Request for Proposal (RFP) for a Cost Plus Fixed Fee (CPFF) Completion Type Contract. The RFP (72049220R00008) is planned to be issued on June 15, 2020 via betaSAM. The Proposal due date is tentatively planned for July 20, 2020. The planned procurement method is contracting by negotiation. The solicitation utilizes source selection procedures in accordance with FAR 15.

The resulting contractor will undertake a new five-year activity to support the implementation of the Cities for Enhanced Engagement and Governance (CHANGE) Activity in the Philippines.

The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(a).

This is not a solicitation. USAID/Philippines does NOT invite offerors to submit proposals in response to this pre-solicitation synopsis NOR will USAID/Philippines accept comments, questions and/or inquiries in response to this pre-solicitation synopsis and will NOT respond to any. NO awards are anticipated to be made in response to this pre-solicitation synopsis.

Prospective offerors are advised to periodically monitor the above website for updates concerning this procurement.

USAID/Philippines bears no responsibility for data errors resulting from this transmission. This pre-solicitation notice does not obligate USAID/Philippines to release a solicitation or award a contract nor does it commit the US Government to pay for costs incurred in the preparation and submission of a proposal.
