About this file

This pre-solicitation notice is for the Biological and Emerging Infections Research Resource Program (BEI-RRP) to be awarded by the National Institute of Allergy and Infectious Diseases (NIAID). The BEI-RRP will provide approximately 17,000 unique organisms and reagents related to infectious diseases including Category A, B and C priority pathogens, emerging infectious diseases, HIV/AIDS and non-pathogenic microbes. Services will include acquiring, storing, authenticating, producing, distributing and deaccessioning research materials under Good Laboratory Practices and appropriate biosafety level conditions. It is estimated that 54.75 full-time equivalents will be required to support approximately 12,000 registered users. The cost-reimbursement contract has a one-year base period and six one-year options, with an anticipated award date of March 1, 2023. The request for proposal will be available on December 23, 2021 through the NIAID electronic submission website.

Presolicitation Notice Information

Introduction

The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), of the Department of Health and Human Services (DHHS) supports research related to the basic understanding of microbiology and immunology leading to the development of vaccines, therapeutics, and medical diagnostics for the prevention, treatment, and diagnosis of infectious and immune-mediated diseases. The NIAID supports an array of coordinated and inter-related research service programs to facilitate basic, preclinical, and clinical research and to make needed organisms and state of the art reagents, genomic technologies, data and analytic tools, and biocontainment and core facilities available to investigators. As part of these services, NIAID supports repositories that provide critical research materials for the broad community of microbiology and infectious diseases researchers. The repositories provide quality-assured organisms, reagents, tools, services, and information related to the NIAID research portfolio and priorities in infectious disease (https://www.niaid.nih.gov/diseases-conditions?f%5B0%5D=disease%3A53) and are designed to meet emerging needs for research materials as they are identified.

Description

The Biological and Emerging Infections Research Resource Program (BEI-RRP) is a central repository that serves as a vital resource for the broad community of microbiology and infectious diseases researchers; the purpose of this solicitation is to re-compete this program. The BEI-RRP will acquire, receive, store, authenticate, produce, distribute, and deaccession biological and chemical materials for infectious disease research, under Good Laboratory Practices (GLP) conditions and appropriate biosafety level conditions (BSL-1, BSL-2, BSL-3, and BSL-4), as defined by CDC best practices (https://www.cdc.gov/labs/BMBL.html). Research materials to be provided by the BEI-RRP include organisms and reagents related to a wide range of infectious diseases (https://www.niaid.nih.gov/diseases-conditions?f%5B0%5D=disease%3A53), including Category A, B, and C priority pathogens (http://www.niaid.nih.gov/topics/BiodefenseRelated/Biodefense/Pages/CatA.aspx);

emerging infectious diseases; HIV/AIDS; and non-pathogenic microbes. These priorities may change as scientific research and public health needs shift. The program is expected to serve approximately 12,000 registered users from the U.S. and other countries, and will include approximately 17,000 unique organisms and reagents in the public BEI-RRP catalog.

The BEI-RRP may also serve as a repository for research materials produced by other Government-supported research projects and research service programs, at the discretion of NIAID. The BEI-RPP Contractor is expected to interact with these programs as well.

It is anticipated that one (1) Cost-Reimbursement, Level-of-Effort type contract will be awarded for a one-year Base Period and six (6) Term Options with the period of performance beginning on or about March 01, 2023. It is estimated that 54.75 Full-Time Equivalents (FTEs; based upon a work year of 2,080 hours) including subcontractor and consultant personnel, will be required. In addition, there will be an additional 54 FTE options that can be exercised at the sole discretion of the government. If the Offeror’s work year is less than the 2,080 hours, the Offeror must understand that the requirement is for the Contractor to provide the exact number of hours required per year for its proposal to be considered responsive. This information is furnished to Offerors for information purposes only and is not to be considered restrictive for proposal purposes.

Any responsible offeror may submit a proposal, which will be considered by the Agency. The RFP will be available electronically on/about December 23, 2021 and https://www.niaid.nih.gov/diseases-conditions?f%5B0%5D=disease%3A53 https://www.niaid.nih.gov/diseases-conditions?f%5B0%5D=disease%3A53 https://www.cdc.gov/labs/BMBL.html https://www.niaid.nih.gov/diseases-conditions?f%5B0%5D=disease%3A53 http://www.niaid.nih.gov/topics/BiodefenseRelated/Biodefense/Pages/CatA.aspx may be accessed through SAM https://sam.gov/. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted.

The NIAID requires proposals to be submitted online via the NIAID electronic Contract Proposal Submission (eCPS) website.
