About this file

This pre-solicitation notice describes a planned solicitation for repair work at the Angostura Dam spillway in South Dakota. The Bureau of Reclamation intends to solicit proposals for removing and replacing damaged concrete on the downstream face of the spillway, as well as improving site access. Repair plans include removing approximately 4,500 square feet of concrete to a depth of six inches and installing new cast-in-place or shotcrete concrete. The construction window is from August 15 to November 30 to avoid flood releases. Proposals are due by 30 days after issuance of solicitation number 140R6024R0007 on or around May 15, 2024. The estimated value of the project is between $5 million and $10 million. The contract will be set aside for Indian economic enterprises that are also small businesses.

IN REPLY REFER TO:

PRE-SOLICITATION NOTICE

ANGOSTURA DAM SPILLWAY REPAIR

Pick-Sloan Missouri Basin Program

South Dakota

The Bureau of Reclamation’s Missouri Basin Regional Office intends to solicit a Request for Proposal for the repair of concrete at the Angostura Dam, which is located approximately ten (10) miles south of Hot Springs, South Dakota, in Fall River County. The dam is located 2.8 miles southwest of US

Highway 18 and is accessible via North Angostura Road (County Highway 1A), and North Dam

Road.

The Angostura Dam is a 967-foot-long concrete gravity structure (west), 1,063-foot-long zoned earth embankment (east), with 136 feet of hydraulic height and 123,048-acre feet of storage capacity. The spillway has five 50-foot wide by 30 feet tall radial gates. The mass concrete overflow crest elevation is 3157.2 feet, poured in 50-foot lifts, with slotted large-radius bucket and stilling basin. The design capacity is 247,000 cfs at Max WST 3198.1 ft (top of radial gates).

Primary Issues to be resolved by the project work:

1) Constant seepage under the radial gates and through block joints and lift lines of mass concrete spillway structure.

2) Freeze-thaw cycling above waterline causes delamination and spalling across the downstream face, primarily along the block joints and lift lines.

3) Expansive aggregate popouts (6-inch minus).

4) Previous concrete repairs have failed, and 50% protrude up to ¾ inches above original grade.

5) Rough spillway surface may lead to further damage during high flows.

6) Water will remain on the radial gates during construction.

7) Stilling basin has unknown wall seepage and groundwater conditions, as the stilling basin has never been dewatered.

Principal components of work to be performed include the following:

1. Removing and replacing damaged concrete on the downstream face of the spillway. Current repair plans include, but are not limited to:

• Removing approximately 4,500 total square feet of concrete (in multiple repair locations) to a depth of six inches.

• Installing lateral reinforcement bars at each of the repair locations.

• Preparing the exposed surfaces for concrete placement.

• Placing new cast-in-place concrete or shotcrete to the original grade, and

• Trowel-finishing the surface to a tolerance of 1/8-inch (abrupt) or 1/32-inch (gradual).

2. Construction constraints include the following:

• Vehicular and equipment access to the spillway is very limited. The concrete portion of the dam crest is only 9 feet wide, and no vehicular access is permitted across the metal grated bridge deck above the radial gates. Side access is limited to 50 feet away on one side only. An old service road leads to an abandoned powerplant near the river channel downstream, but it is currently inadequate for heavy traffic and does not provide access to the riverbed or stilling basin.

• The anticipated spillway construction window is between August 15 and November

30, to avoid potential flood releases through the spillway.

• The reservoir cannot be lowered during construction, so water will remain on the radial gates.

• The stilling basin cannot be dewatered, and allowing material to fall into it should be avoided.

• In accordance with State law, the Government may arrange for removal of the long-eared bat, with the implication being that trees may only be cut between November

1st through April 14th of the respective calendar year(s) to build and/or maintain the temporary roadway to the face of the dam.

3. Improving the Angostura Dam access road.

4. Extending a temporary access road into the river channel downstream of the spillway.

5. Removing the temporary access road from the river channel to bring back the river channel area to its natural state. Removal of the temporary access road need not be accomplished by

November 30th.
