Project Title: GAOA Grand Junction Air Center Tanker Base Repair
Solicitation # 140L0623R0012
Pre-Solicitation Notice
The Bureau of Land Management (BLM) has a requirement for a Design and Build of a new Air Tanker
Base at the BLM Grand Junction Air Center, Grand Junction, Colorado. The facility is located on leased municipal land at 2774 Landing View Lane, at the western end of the Grand Junction Regional Airport at the city of Grand Junction, Colorado. The project includes the design and construction of the following items:
i. Air Tanker Base Building Demolition.
a. Work to include demolition of old air tanker base, all outlying buildings, and utiities to those buildings.
ii. All site work, utilities, new tank farm, new car ports, and new Recreational Vehicle (RV) pads.
iii. Construct new Air Tanker Base building.
The estimated project magnitude of construction is between $5,000,000 and $10,000,000.
The period of performance for this requirement is 822 calendar days.
The BLM expects to issue a Total Small Business Set-Aside competitive design-build solicitation in
May/June 2023. The BLM anticipates issuing a single Firm Fixed Price (FFP) award from this solicitation. Construction Wage Rate Requirement (formally the Davis Bacon Act) is applicable, and the appropriate Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 236220, “Commercial and Institutional Building Construction”. All materials must be in accordance with the Buy American Act. This acquisition will use two-phase design-build selection procedures in accordance with FAR 36.3.
A Request for Proposal (RFP) solicitation package will be available electronically via the government official website Sam.gov. Potential offerors are responsible for monitoring the website for all communication regarding this requirement, including downloading the complete solicitation package and all solicitation amendments. The Government will not provide paper copies or email the solicitation.
To be eligible for contract award, offerors must be registered and complete the online Representations and
Certifications at Sam.gov.
A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost, specifications, and performance of the project.
Award will be based on best value to the government in accordance with Federal Acquisition Regulations
(FAR). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
