FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS should be submitted in writing via email to the Contract Specialist as noted below.

The United States Army Corps of Engineers (USACE) Seattle District anticipates solicitation and award of a Firm-Fixed Price contract resulting from Request for Proposal (RFP) W912DW-25-R-0ZX7.

The Seattle District is anticipating a solicitation for the construction of a facility that will be an approximately 20,000 square foot facility that will provide storage for the Fire Emergency’s Services equipment and trailers. The facility includes a minimum of 10 trailer parking stalls, a dedicated foam storage room, a single use ABA compliant restroom, wash bay, and additional utility support spaces.

This Request for Proposal (RFP) is available to all business firms with active SAM registration under North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building Construction.

In accordance with FAR36.204(g), construction magnitude is estimated to be in the range of $5,000,000- $10,000,000 100 percent payment and performance bonds will be required. 100 percent payment and performance bonds will be required.

The facility will be an approximately 20,000 square foot facility that will provide storage for the Fire Emergency’s Services equipment and trailers. The facility includes a minimum of 10 trailer parking stalls, a dedicated foam storage room, a single use ABA compliant restroom, wash bay, and additional utility support spaces.

Experience:

• Demonstrated experience with the construction of fire emergency services facilities, including specialized storage solutions for emergency response equipment and trailers, as well as experience with pre-engineered metal buildings, including integration of large bay openings and vehicle/trailer storage requirements.

• Demonstrated experience with construction of facilities in remote or extreme climate locations, addressing logistical challenges, material durability, and seasonal constraints.

• Demonstrated experience with the construction of facilities featuring drilled pier and grade beam-supported foundations, ensuring structural stability in varying soil conditions.

• Demonstrated experience with MILCON projects, ensuring compliance with Unified Facilities Criteria (UFC), Anti-Terrorism/Force Protection (AT/FP) requirements, and any applicable DoD design & construction standard practices on military installation.

• Demonstrated experience with Building Information Modeling (BIM) for the delivery of final Record BIM, Facility, and CAD Data files reflecting as-built conditions, ensuring compliance with DoD documentation standards.

Proposal Evaluation: The Government anticipates using the procedures in FAR Part 15.3 “Source Selection” under competitive negotiated proceedings to select the Offeror that represent the best value to the Government. Award of the contract will be made to the technically acceptable responsible Offeror submitting the lowest priced offer (based on the total of all line items on the Price Schedule) – Tradeoff process in accordance with Federal Acquisition Regulation (FAR) 15.101-1. All evaluation factors that may affect the contract award and their relative importance will be clearly stated in the solicitation.
