Pre-Solicitation Notice

140L0621R0017

The Bureau of Land Management (BLM) has a requirement for the design, supply, assembly, and installation of a steel shade structure at the Lower Potomac Field Station, Meadowood Recreation Site.

The overall purpose of the contract is to provide protection from the elements during winter and supply shade during the summer months. The project requirements include all labor, supervision, transportation, equipment, tools, supplies, materials, and incidentals necessary to accomplish the work as per the statement of work.

The period of performance for this requirement is 274 days.

The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in August 2021. The

BLM anticipates issuing a single firm fixed price award from this solicitation. Davis Bacon Act (DBA) is applicable and the appropriate DBA Wage Determination(s) will be included in the solicitation. The

NAICS code for this acquisition is 238120, “Structural Steel and Precast Concrete Contractors”. The small business size standard is $16.5 million. All materials must be in accordance with the Buy American

Act.

Once posted, a Request for Proposal (RFP) solicitation package will be available electronically at beta.sam.gov and will be available for 30 days. Potential offerors are responsible for monitoring beta.sam.gov for the release of the solicitation package and any solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications in the System for Award

Management (SAM) data base via website: http://www.sam.gov.

A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement. Award will be based on best value to the Government in accordance with Federal

Acquisition Regulations (FAR). This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
