Three Peaks SRMA Redevelopment Pre-Solicitation Notice

The Bureau of Land Management (BLM) has a requirement for various improvements to the Three Peaks Special Recreation Management Area, located approximately 10 miles northwest from Cedar City, UT at the west end of Mid Valley Road. The work for the project consists of the redevelopment and relocation of the camping areas including tent sites, RV sites, and group sites. This includes site improvements for relocation of vault restrooms, fencing, fire rings, picnic tables, and drainage features. Construction of a new picnic pavilion structure including foundation at a group site. Development of disc golf course parking area, fencing and trail.
Redevelopment of remote-control track parking area, walkways, and track viewing platform. The work covered by this contract includes furnishing all labor, material, equipment, and incidentals necessary to complete this requirement as per the accompanying specifications and drawings.
The period of performance for this requirement is 120 days.
The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in July 2021. The BLM anticipates issuing a single firm fixed price award from this solicitation. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 237990, “Other Heavy and Civil Engineering Construction”. All materials must be in accordance with the Buy American Act.
Once posted, a Request for Proposal (RFP) solicitation package will be available electronically at beta.sam.gov and will be available for 30 days. Potential offerors are responsible for monitoring beta.sam.gov for the release of the solicitation package and any solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications in the System for Award Management (SAM) data base via website:
http://www.sam.gov.
A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement. Award will be based on best value to the Government in accordance with Federal Acquisition Regulations (FAR).
This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
