Slick Rock Culvert Replacement
Pre-Solicitation Notice
140L0621R0001
The Bureau of Land Management (BLM) has a requirement for the replacement of culvert pipes at (3) locations on Haekel Road, located approximately 30 miles southeast of Safford, AZ. The work consists of replacing existing (5) pipes with (5) new 57” x 38” galvanized steel pipe-arch culverts on Slick Rock culvert bridge. At the second site, replacing (2) 24” Round x 40’ length pipes with (2) new 49” x 33” x
40’ galvanized steel pipe-arch culverts. At the third site, replacing existing (1) pipe 30” x 24” with new
30” x 24” galvanized steel pipe-arch culvert. The project requirements include all labor, supervision, transportation, equipment, tools, supplies, materials, and incidentals necessary for the removal and replacement of existing culverts as per the specifications and drawings.
The period of performance for this requirement is 90 days.
The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in January 2020. The
BLM anticipates issuing a single firm fixed price award from this solicitation. Davis Bacon Act (DBA) is applicable and the appropriate DBA Wage Determination(s) will be included in the solicitation. The
NAICS code for this acquisition is 237310 “Highway, Street, and Bridge Construction”. All materials must be in accordance with the Buy American Act.
Once posted, a Request for Proposal (RFP) solicitation package will be available electronically at beta.sam.gov and will be available for 30 days. Potential offerors are responsible for monitoring beta.sam.gov for the release of the solicitation package and any solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications in the System for Award
Management (SAM) data base via website: http://www.sam.gov.
A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement. Award will be based on best value to the Government in accordance with Federal
Acquisition Regulations (FAR). This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
