FEDERAL BUSINESS OPPORTUNITIES ANNOUNCEMENT

06 August 2021 Pre-Solicitation Notice: 140D8021R0017

The Department of the Interior (DOI), Interior Business Center (IBC), Acquisitions Service Directorate (AQD) in support of the Office of Aviation Services (OAS) intends to solicit for On-Call Type III Helicopter flight services as follows:

DESCRIPTION

This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The DOI OAS has a requirement to obtain fully Contractor operated and maintained on-call helicopter flight services to support wildland fire operations, Search and Rescue (SAR), and other resource missions in support of numerous Department of the Interior (DOI) and non-DOI customers throughout the Continental United States. Missions may include, but are not limited to, interagency fire management program support such as wildland fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, rehabilitation seeding, Search and Rescue (SAR), law enforcement (limited to non-threatening surveillance), and other administrative and natural resource activities. The Government will direct aircraft to support its missions and objectives. The aircraft must meet the minimum aircraft solicitation requirements in order to be considered. The aircraft reporting base(s) will be throughout the Continental United States.

The contractor shall be experienced and capable of providing fully contractor-operated and maintained flight services to programs that are considered to be similar throughout all of DOI.

The contractor must maintain the appropriate Airworthiness Certificate IAW 14 CFR Air Carrier Certificate or Operating Certificate, and all equipment required by the contract must be Federal Aviation Administration (FAA)-approved and inspected by OAS. The contractor is responsible for and must comply with all laws and regulations, and otherwise have or obtain all needed licenses, permits, and certifications, including, but not limited to, those necessary for the carriage of persons or property within the United States. The acceptable minimum aircraft requirements are based on the Government’s minimum need to perform the work outlined in the specifications.

This acquisition will be accomplished in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation, and Part 12 Acquisition of Commercial Items. The Request for Proposals will be solicited as a 100% small business set-aside, under NAICS code 481211. The Government anticipates awarding multiple-award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. The anticipated issuance date of the solicitation is 08/30/2021, with a projected closing date of 09/30/2021. It is a requirement that vendors be registered in the System for Award Management (SAM) at the time of proposal. The solicitation will be posted under Contract Opportunities at www.beta.SAM.gov.

The anticipated contract period will be from 01 May 2022 through 30 April 2027.
