About this file
This is a Presolicitation Notice (12639526Q0173) issued by the USDA Animal and Plant Health Inspection Service (APHIS) for the procurement of satellite and RF communication products on a brand-name, sole-source basis from Lotek Wireless Inc.
The acquisition seeks four line items: 20 units of AAA001362 LiteTrack 20 RF GPS PINPOINT (No Data Plan), one LBL000088 Pinpoint Software USB unit, one PinPoint Command Unit, and freight charges. All items must be new, manufacturer-direct products from Lotek Wireless Inc. (115 Pony DR, Newmarket, On L3Y 7B5 Canada) or an OEM-approved source. Quotations must be submitted by July 27, 2026, at 12:00 PM Eastern to julia.lackey@usda.gov. The anticipated award date is July 28, 2026. A Firm Fixed Price Purchase Order will be awarded under simplified procedures (FAR 12.201-1), with a potential six-month extension period. There is no set-aside, and a Made in America Waiver has been approved due to Lotek's unique position as the sole manufacturer and seller of these products.
Award will be made using a Lowest Price, Technically Acceptable evaluation method. Technical acceptability requires quotations to provide exact brand name, make, and model numbers with sufficient documentation confirming product authenticity; alternate, substitute, or "equal" products will be rejected. Price evaluation will include quantity discounts and prompt payment discounts across the base period and all option periods. Past performance will be assessed as acceptable, neutral, or unacceptable based on contractor history with the USDA and other federal sources. Award will be made to the highest technically rated offeror provided pricing is fair and reasonable and past performance is acceptable or neutral; award will not necessarily go to the lowest-priced offeror.
