PRE-SOLICITATION NOTICE

This notice does NOT constitute a request for proposal. The intent of this synopsis is to provide notice of a proposed contract action Campus Carpet Replacement Phase III located at the National Conservation Training Center (NCTC) Shepherdstown, West Virginia, Jefferson County.

PROJECT DESCRIPTION: Construction Services- This project includes removal of approximately 2100 S.Y. existing broadloom carpet and replacing it with carpet tiles. Project areas are currently furnished, and will require lifting or otherwise dismantling and reinstalling approximately 660L.F. of office partitions to accomplish the carpet work. Project areas include Instructional East Ground, First and Second floors, and Instructional West First and Second floors. Project also includes refinishing approximately 6200 S.F. of Oak Hardwood floor in Lodges H-1, H-2, H-3 and H-4. All project areas are annotated on the drawings.

The agency issued the RFP in accordance with the procedures of Federal Acquisition Regulation (FAR) part 15, Contracting by Negotiation. The solicitation contemplated the award of a fixed-price contract on Lowest Price. IAW with Federal Acquisition Regulation 19.502, this project requires Total Small Business Set-Asides.

The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 238330 Flooring Contractors, and the Small Business Size Standard is $16.5 Million.

In accordance with FAR 36.204, Disclosure of the magnitude of construction of the project is between $100,000 and $250,000.

The drawings and specifications for this project will be posted with the solicitation and are not available at this time. The Request for Proposal (RFP) will be issued on or about May 21, 2021. All documents will be in Adobe PDF file format and downloadable from the beta.SAM.gov website.
