Norman Recreational Improvements Pre-Solicitation No. 140R6025R0008
This is a Pre-Solicitation Notice for the Norman Recreational Improvements. Proposals will not be accepted from this Pre-Solicitation Notice.
The Bureau of Reclamation’s Missouri Basin Regional Office intends to solicit a Request for Proposal for the recreation improvements at Lake Thunderbird, Norman, Oklahoma. The project work is located at Little Sandy and Post Oak RV Site and Group Shelter on the north side of Lake Thunderbird within the Indian Point Recreation Area, which is approximately 14 ½ miles east of the intersection of Interstate 35 and State Highway 9 and approximately 12 miles east of Norman, Oklahoma in Cleveland County.
Primary Resolution of the project work: Compliance with the American with Disabilities Act (ADA) within the improvements to the recreational areas.
The principal components of work to be performed include the following:
Location: Little Sandy Day Use (Base Project Work):
(1) Demolition of existing features including utilities, earthwork, and small structures;
(2) Construct day use sites;
(3) Construct ADA compliant sidewalks;
(4) Provide, orient, and install day use site furnishings;
(5) Provide, orient, and install shelters at day use sites;
(6) Construct water utility lines;
(7) Provide, orient, and install water hydrants;
(8) Construct ADA compliant Parking;
(9) Construct drainage berms;
(10) Construct aggregate trails; and
(11) Construct post and cable fencing.
Location: Little Sandy Camp Sites (Optional Project Work):
(1) Mobilization and preparatory work;
(2) Concrete tests – fresh concrete properties;
(3) Concrete tests – compressive strength;
(4) Surveying;
(5) Demolition and disposal;
(6) Cast-in-place concrete;
(7) ADA parking sign;
(8) Precast parking bumper;
(9) Day use 6-foot ADA accessible table;
(10) Fire ring;
(11) Lantern holder;
(12) Accessible marker (campsite marker) including marker decal;
(13) Structural fill;
(14) Filter fabric;
(15) D50=6” Rip Rap for Swale Apron;
(16) Compacted crushed base course (c.c.b.c.);
(17) Compacted crushed granular fill (c.c.g.f.);
(18) Paint striping;
(19) Topsoil (offsite material), and
(20) Sod and minor grading.
Location: Post Oak RV Site and Group Shelter (Optional Project Work):
(1) Mobilization and preparatory work;
(2) Concrete tests – fresh concrete properties;
(3) Concrete tests – compressive strength;
(4) Surveying;
(5) Demolition and disposal;
(6) Cast-in-place concrete;
(7) ADA parking sign;
(8) Precast parking bumper;
(9) Day use 6-foot ADA accessible table;
(10) Day use 10-foot accessible table;
(11) Group shelter gutters and downspouts;
(12) Fire ring;
(13) Lantern holder;
(14) Accessible marker (campsite marker) including marker decal;
(15) Water hydrant utility;
(16) Electrical utility;
(17) Structural fill;
(18) Filter fabric;
(19) D50=6” Rip Rap for Swale Apron;
(20) Asphalt Concrete Drive;
(21) Compacted crushed base course (c.c.b.c.);
(22) Compacted crushed granular fill (c.c.g.f.);
(23) Paint striping;
(24) Topsoil (off-site material), and
(25) Sod and minor grading.
Location: Little Sandy Playgroup (Optional Project Work)
(1) Playgroup
Construction constraints include the following:
1) Safety of the public at the identified recreational locations during mobilization, demolition, and construction, etc.
2) Hours for project work are 7:00 AM to 7:00 PM Central Time Zone.
3) Project work is NOT authorized on Federal Holidays, without the pre-approval of the Contracting Officer’s Representative.
NOTICE OF INDIAN SMALL BUSINESS ECONOMIC ENTERPRISES (FEB 2021):
Under the Buy Indian Act, 25 U.S.C. 47, offers will only be solicited from Indian Economic Enterprises that are also small business concerns, (specific to the Department of the Interior).
The NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction, which has a business size standard of $45 million. In accordance with FAR 36.204, the estimated magnitude of this proposed construction project is between $1,000,000 and $5,000,000.
In accordance with Part 15 of the Federal Acquisition Regulation (FAR), the Bureau of Reclamation intends to issue Solicitation No.140R6025R0008 on or around January 22, 2024 (or sooner). The close for acceptance of proposals will be approximately 30 days from the date the solicitation is issued. Proposals are to be submitted via email to the Contracting Officer at DDillon@usbr.gov. For record keeping purposes, telephone communications will not be accepted: ALL COMMUNICATIONS shall be via email to the Contracting Officer. PLEASE DO NOT
SEND MAIL TO THE BUREAU OF RECLAMATION, BILLINGS, MT.
The period of performance is anticipated to be 365 calendar days. The contractor who receives the award is required to commence work within 10 days of receiving the Notice to Proceed. The period of performance is inclusive of receipt and acceptance of all submittals by the Bureau of Reclamation, as well as final cleanup.
SAM: Any contractor interested in doing business with the Federal Government is required to register in the System for Award Management (SAM) database at https://sam.gov, prior to submitting a proposal. SAM is a federal owned and operated free website. The contractor’s Duns and Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements at the SAM website at www.SAM.GOV or by calling 1-866-606-8220.
IPP: Payment requests for the anticipated contract are required to be submitted electronically through the U.S.
Department of Treasury’s Invoice Processing Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail at ippgroup@bos.frb.org or by telephone at (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with their proposal.
