Pre-Solicitation Notice

TITLE: MRG Feral Cattle Round-Up

PURPOSE AND PROJECT DESCRIPTION: This project consists of the capture and removal of unauthorized livestock of unknown ownership from Bureau of Reclamation (Reclamation) lands south of San Marcial, NM, as well as adjacent privately owned lands belonging to N.M.

Ranch Properties, Inc (N.M. Ranch). Current estimates of feral livestock to be holistically removed is 160 +/- cattle. The objective of this contract is to remove all unauthorized livestock from the area of concern no later than December 31, 2023.

The work includes gathering, handling, loading, and care of feral livestock from the area of concern located in T7S R1W, T7S R2W, T8S R1W, T8S R2W, and T8S R1W, and transportation to the nearest livestock auction house in Belen, NM, upon approval from a New Mexico Livestock Agent. The work may also include impounding and caring for branded, stray animals while public notice of unauthorized livestock is given.

LOCATION: The project is located in Socorro County approximately 20 miles south of San Antonio, NM.

NAICS AND SIZE STANDARD: The NAICS code for this project is 114210 with a small business size standard of $6.0 Million.

COMPETITION: Solicitation 140R4022Q0009 is anticipated to be awarded as a sole source to N.M. Ranch Properties, Inc.

INTENDED SOURCE: N.M Ranch Properties, Inc., 8 Upham Rd., Truth or Consequences, NM 87901

SOLE SOURCE JUSTIFICATION: IAW FAR 13.106-1(b)(1)(i), only one source will be solicited because of the nature of the requirement. The location of Reclamation land is mostly surrounded by private property, owned by N.M. Ranch. As such, they are familiar with the area and have access to all the land where feral cattle will be removed and have expressed that they will not allow other vendors to perform work on their land. Additionally, some of the feral cattle have migrated to their private land and to prevent Reclamation needing to round up the cattle again, all the cattle on Reclamation and N.M Ranch land must be removed. The requirement also includes feeding, watering, and transporting the cattle. This requires that the vendor have local resources such as corrals and feeding and watering troughs. This would be difficult for any vendor besides N.M. Ranch because of the additional costs and time to coordinate the use of N.M. Ranch’s land and resources, as Reclamation does not have any resources available. Due to the constraints mentioned above, the Contracting Officer has determined it is in the best interest of the Government to award this requirement as a sole source.

SOLICITATION RELEASE DATE: It is not anticipated that the solicitation will be released via the GPE. Interested vendors can request the solicitation by emailing the Government Point of Contact.

SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM.
