About this file
This pre-solicitation document describes a Multiple Award Task Order Contract (MATOC) for Expedited Road & Bridge Construction in California, issued by the Central Federal Lands Highway Division of the Federal Highway Administration. The solicitation will be a small business set-aside, with a tentative advertisement date of August 2025, and anticipates awarding up to eight contracts with a total not-to-exceed value of $250 million over five years. The first task order (seed project) is the Blue Lake Road project in Modoc National Forest, involving roadway rehabilitation, rockfall hazard mitigation, and drainage improvements across approximately 8.1 miles of road.
The project scope includes roadway excavation, rock excavation, full depth reclamation, asphalt concrete paving, traffic control, and related infrastructure work. The estimated cost range for the seed project is $10-20 million, with an anticipated contract award in September 2025 and project completion by August 2026. The contract will use a Lowest Price Technically Acceptable (LPTA) procurement methodology, and each awarded contract will consist of one base year with options to extend for two additional two-year periods. Work will primarily focus on road and bridge construction, including value engineering, bridge demolition, foundation work, and various roadway improvements within the California region.

THIS IS NOT AN INVITATION FOR BID, PLANS AND SPECIFICATIONS ARE NOT

THE TENTATIVE ADVERTISEMENT DATE IS AUGUST 2025. THIS PROJECT WILL BE
ADVERTISED AS A SMALL BUSINESS SET-ASIDE.
Project Details: The Central Federal Lands Highway Division (CFL) of the Federal Highway Administration anticipates awarding a Multiple Award Task Order Contract (MATOC) for Expedited Road & Bridge Construction in and near the state of California. The government anticipates that the average construction task order under the MATOC will be below $25 million. The request for proposals or invitation for bids will include all contractual requirements for which the work is being requested. One
(1) Task Order Request for Proposal (RFP) will be issued simultaneously with the MATOC Request for Proposal. The one Task Order (seed project) will consist of: CA FLAP MOD 258(1), Blue Lake Road Task Order. Offerors will be required to submit a price proposal for the first task order (seed project) as well as qualifications for the base MATOC RFP. The proposal for the first task order will be used to evaluate price for the base MATOC lowest price technically acceptable (LPTA) awards. The scope of the task orders may include, but are not limited to bridge/roadway value engineering, fabrication and/or delivery of individual bridge elements or temporary works, bridge demolition, construction of temporary and permanent single and multi-span bridges and foundations, mobilization, contractor sampling and testing, earthwork, dewatering, walls, asphalt and concrete surfacing, drainage improvements, traffic control, installation of traffic signals and signs, roadway reconstruction, rehabilitation, MSE wall construction, asphalt concrete paving, trail construction, roadway excavation, rock embankment or embankment construction and other work incidental to road and bridge construction projects. This is a competitive LPTA procurement and evaluation factors for award will be fully stated in the RFP. The government may award up to a maximum of eight contracts resulting from this solicitation to the responsible offerors whose offers conform to the solicitation while using the LPTA methodology. Each contract awarded will consist of one base year and options to extend the contract for two additional two-year periods. The shared capacity of the MATOC will have a maximum not-to-exceed five year total of $250 million.
Details of the first task order/seed project are found below:
PROJECT NUMBER: CA FLAP MOD 258(1)
PROJECT NAME: BLUE LAKE ROAD
PROJECT DESCRIPTION:
Blue Lake Road (CR 258) provides access to Blue Lake and its associated recreational facilities within the Warner Mountain Ranger District of the Modoc National Forest (MNF). The purpose of the project is to address safety concerns and improve access to recreational opportunities at Blue Lake by rehabilitating two sections of rockfall hazards on CR 64, 6.6 miles of CR 258, and
1.5 miles of Campground Road. The two locations along CR 64 that pose rockfall and slope failure hazards are located 4.6 miles east of the town of Likely, California, and about 3.4 miles farther east. Rehabilitation of CR 258 is from the intersection of CR 64 near the Pit River bridge and extends 6.6 miles to Campground Road, and then another 1.5 miles southwest to the campground loop at Blue Lake. See attached site maps for information about the location of the project work sites.
The project includes roadway rehabilitation (pulverizing and asphalt surfacing), two short segments of reconstruction, rockfall hazard mitigation, and drainage improvements. Roadway improvements will maintain the current width of 20’ and 22’ feet on CR 258 and CR 64 in the rockfall areas and preserve the existing width on Campground Road. Work will stay within the current road prism and maintained roadside ditch, except where guardrail and culverts need replacement. The project also includes minor horizontal alignment and profile adjustments, mitigating rockfall hazards, installing guardrail, roadway subexcavation, replacing culverts, reconditioning ditches, installing erosion control, installing signs, and applying pavement markings.
MISCELLANEOUS:
The project ranges in elevation between 5,400 to 6,100 at the Blue Lake campground loop. A qualified biologist must conduct detailed technical surveys in rugged terrain, strictly following environmental protocols related to migratory and raptor bird nests. Work in rockfall mitigation zones must comply with blasting safety regulations, unplanned rock falls, environmental impacts, geotechnical challenges, and protecting the roadway. Contractors must follow exact engineering specifications and details for guardrail installation and carry out topsoil removal and restoration of all disturbed areas. Construction may not always be favorable during construction duration, generally limiting operations sensitive to snow and seasonal cold temperatures during autumn, winter, and spring months. Both CR 64 and CR 258 may be closed to public traffic with specified considerations.
