This announcement serves as a pre-solicitation notice only and not a solicitation.

The Securities and Exchange Commission’s (SEC) Office of Acquisitions (OA) intends to issue a solicitation seeking a qualified contractor to provide the SEC with for Integrated Professional Acquisitions Support Services 2.0 (iPASS-2.0). The successful Offeror will be required to provide all the resources, management, and oversight to appropriately retain short and long-term professional contractor personnel with essential skills in professional disciplines that include but may not be limited to accounting, administration, analytics, business analytics, compliance and examination, financial analytics, fraud, forensic analytics, program/project management, and legal support services. This non-personal services contract will provide service throughout the SEC Enterprise (Headquarters and 11 Regional Offices).

Request for Proposal (RFP) 50310221R0008 will be issued as a commercial item acquisition in accordance with FAR Par 12 - Acquisition of Commercial Items and FAR Part 15 - Contracting by Negotiation. The Government anticipates the award of one Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from the solicitation. The resulting contract will consist of a performance period that spans at least 5 years, to be defined further in the solicitation, commencing on or about August 1, 2021.

The RFP will consist of at least one Go/No-Go Factor, which the Offeror must successfully pass in order to be considered for contract award. The RFP will require the submission of a technical proposal as well as a price proposal. It is the contractor’s responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. The solicitation will be open for at least 30 days. The solicitation will be posted to https://beta.sam.gov on or about April 1, 2021.

All contractors must be currently registered (active registration) in the System for Award Management (SAM.gov) (http://www.sam.gov). Further, Offerors are required to complete their Online Representations and Certifications under SAM.gov prior to submittal of a proposal.
