SYNOPSIS – Communications Server Room Renovation Document Type: Pre-solicitation Notice PSC Category Z – Maintenance, Repair, Alteration of Structures/Facilities Set Aside: Small Business NAICS Code: 238110 – Poured Concrete Foundation and Structure Contractors

The USPFO for Ohio intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary for repair of aircraft parking apron, located at the 180th Fighter Wing (FW), Swanton, Ohio Air National Guard Base. Full Depth Pavement Repairs and Pavement Marking Services, as defined in the Statement of Work. The contract duration is estimated to be 90 calendar days, after the issuance of notice to proceed (NTP), which includes estimated lead time for delivery of equipment. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238110, with a size standard of $19,000,000.00. The magnitude is between $500,000 and $1,000,000.

Your attention is directed to FAR Clause 52.219-14 (e) (3) LIMITATIONS ON SUBCONTRACTING (DEVIATION 2021-O0008). The TENTATIVE date for issuing the solicitation is on-or-about 11 August 2025. The TENTATIVE date for the pre-bid conference/site visit is on-or-about 26 August 2025, 10:00AM EST; location will be in solicitation, as well as ACTUAL date. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference shall be submitted no later 3 business days prior to pre-bid conference date, via email to scott.hartzell@us.af.mil . Submitting questions prior to pre-bid conference is crucial to preparation and efficient flow of meeting.

The bid opening date is TENTATIVELY scheduled for on-or about 11 September 2025. ACTUAL dates and times will be identified in the solicitation. Interested offerors shall be registered in the System for Award Management (SAM). To register go to https://sam.gov. You will need your DUNS number to complete register. Instructions for registering are on the web page (there is no fee for registration). Please note that the process for fully activating (and updating) a registration at SAM now requires the submission of a notarized letter to GSA. The solicitation, plans, specifications, and all other pertinent information will be available ONLY through Contract Opportunities, also accessed through https://sam.gov. Contract Opportunities through SAM.GOV is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors shall register with SAM.GOV before accessing the system.

(Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY): Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on SAM.GOV. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with SAM.GOV must access the data for this solicitation with their MPIN.
