Utah Orphan Wells 2021
This requirement is to plug, abandon and remediate surface contamination for orphaned Eleven wells, in Summit County, Emery County and in Grand County, Utah In accordance with the requirement of 43 CFR 3162.3-4 (a) (b) and per Sec�on XII of the Bureau of Land Management Onshore Oil and Gas Order No. 1, III., XII., A., B., these wells must be plugged and abandoned (P&A), the equipment must be salvaged, and the surface must be reclaimed.
The BLM expects to issue a Request for Proposal set aside for Small Business competition by mid-August and award a single fixed price construction-type contract no later than 9/24/2021. The NAICS code for this acquisition is 213112 “Support Activities for Oil and Gas Operations”. All materials must be in accordance with the Buy American Act. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation.
Once posted, a Request for Proposal (RFP) solicitation package will be available electronically at Sam.gov and will be available for 30 days. Potential offerors are responsible for monitoring Sam.gov for the release of the solicitation package and any solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications in the System for Award Management (SAM) data base via website:
http://www.sam.gov.
Award will be based on best value to the Government in accordance with Federal Acquisition Regulations (FAR). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
