Pre-Solicitation Notice
The Bureau of Land Management (BLM) has a requirement to conduct Non-Time Critical Removal Action (NTCRA) construction Hazardous Material (HAZMAT) removal services at the ABC Mine Site located near Anywhere, Western U.S. This contract vehicle acquires construction services to assist the agency largely in:
Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Washington, Utah, Wyoming, and may include other states. Work shall comply with environmental laws and regulations (for the protection of human health and the environment) including the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), the Clean Water Act (CAA), the Resource Conservation and Recovery Act (RCRA), the Occupational Safety and Health Act (OSHA), the Toxic Substances Control Act (TSCA) and the Federal Facilities Compliance Act (FFCA).
Basic requirements will be assisting the BLM, other BLM cooperators and/or other Federal Agencies with technical assistance that may include examination and verification of sites on BLM managed lands where a hazardous substance release has occurred or is suspected; removal, remedial, corrective, and disposal actions associated with a site where a hazardous substance release is identified or suspected; and assistance with pollution prevention, waste minimization, hazardous materials inventory and waste stream management and disposal at BLM facilities. The resultant contractors shall furnish all personnel, facilities, equipment, material, supplies, and services (except as may be expressly set forth in this contract as furnished by the Government) and otherwise do all things necessary for, or incidental to, performing a CERCLA NTCRA and tasks as defined in the requirement Statement of Work (SOW).
The requirement will be awarded as a five-year indefinite delivery indefinite quantity (IDIQ) contract.
The BLM expects to issue an 8(a) competitive solicitation in September 2024. The BLM anticipates issuing multiple Firm Fixed Price (FFP) awards from this solicitation. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 237990, “Other Heavy and Civil Engineering Construction.” All materials must be in accordance with the Buy American Act.
A Request for Proposal (RFP) solicitation package will be available electronically via the Government official website Sam.gov. Potential offerors are responsible for monitoring the website for all communication regarding this requirement, including downloading the complete solicitation package and all solicitation amendments. The Government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications at Sam.gov.
Award will be based on best value to the Government in accordance with Federal Acquisition Regulations (FAR). This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs.
