Pre-Solicitation Notice 140L0621R0006

Alaska Well Plugging & Remediation Multiple Award IDIQ

This requirement is to plug, abandon and remediate surface contamination for orphaned and legacy wells in Alaska. Between 1944 and 1982, the U.S. Navy and the U.S. Geological Survey (USGS) conducted a program of exploratory and scientific drilling on Alaska’s North Slope in the Naval Petroleum Reserve No. 4 (or PET-4) – now called the National Petroleum Reserve in Alaska (NPR-A). In 1976, the Bureau of Land Management (BLM) was given responsibility for managing the NPR-A, and in 1982 the BLM inherited the responsibility to assess, plug, and clean up the wells that the U.S. Navy and USGS left behind.

A total of 136 wells and core tests were drilled in the National Petroleum Reserve in Alaska (NPR-A) by the Federal Government between 1944 and 1982. The Bureau of Land Management (BLM) has spent approximately $155 million cataloging and remediating priority legacy wells. That effort has led to 99 wells that require no further action and 37 remaining wells, 17 of which are being used by the United States Geological Survey (USGS) for temperature monitoring studies. The strategic plan prioritizes and groups the remaining wells. Additionally, orphaned wells in other areas of the state are currently being studied to determine the level or urgency with which they require remediation.

This acquisition focuses on the remaining wells requiring action. Work will include plugging of the well bore to regulatory standards and performing surface contamination delineation and cleanup. Work will occur in both winter and summer months. The next well cluster to be addressed is plugging and remediation of the Oumalik wells, Oumalik #1, East Oumalik #1, Oumalik Core Tests 1, 2, 11 and 12. The Oumalik #1 site is approximately 55 miles southeast of Atqasuk, 100 miles west/northwest of Umiat, and 100 miles south of Utqiaġvik, Alaska.

The BLM expects to issue a Total Indian Small Business Economic Enterprise (ISBEE) competitive solicitation in mid-May 2021. The BLM anticipates issuing one or more IDIQ contracts fixed price award from this solicitation. The solicitation may include a sample task order for the Oumalik wells that may be awarded concurrent with the IDIQ contracts. Included in this posting is a draft Performance Work Statement representative of the upcoming RFP requirements. Feedback is not required and may be directed to the Point of Contact listed with this posting.

Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 213112 “Support Activities for Oil and Gas Operations”. All materials must be in accordance with the Buy American Act.

Once posted, a Request for Proposal (RFP) solicitation package will be available electronically at beta.sam.gov and will be available for 30 days. Potential offerors are responsible for monitoring beta.sam.gov for the release of the solicitation package and any solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications in the System for Award Management (SAM) data base via website: http://www.sam.gov.

Award will be based on best value to the Government in accordance with Federal Acquisition Regulations (FAR). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
