This document is a set of pre-proposal conference slides for Solicitation N6883624R0003 for Air Terminal Ground Handling Services at U.S. Naval Station Guantanamo Bay, Cuba. The slides provide an overview of the contract requirements, including the CLIN structure, Performance Work Statement, special conditions for Naval Station Guantanamo Bay, instructions to offerors, and the evaluation criteria.

The contract will provide a range of air terminal and ground handling services, such as maintaining the Flight Information Display System, operating the Air Terminal Operations Center, providing aircraft services, and managing funds handling. The contract has a base period of one year and four one-year option periods, plus a six-month optional extension. Offerors are required to submit a technical proposal addressing the PWS requirements, a staffing plan, and a mobilization plan, as well as past performance information and pricing. Proposals are due by 15 April 2024 at 1700 EST and will be evaluated on an acceptable/unacceptable basis for the technical factors, with past performance being more important than price.
