About this file
The document is a pre-proposal conference presentation for the Maryland State Police Aviation Command (MSPAC) Mission Management System (MMS) Upgrade Request for Proposals (RFP). MSPAC is seeking to upgrade the Mission Management System in its fleet of ten AW139 helicopters, with the goal of replacing obsolete components with new subsystems to assist aircrews with navigation, situational awareness, video and data transmission, video recording, and post-incident documentation. The project involves procuring mission computers and software, datalink systems, displays, installation engineering, and training, with five years of post-installation product support. The site visit is scheduled for January 15th, 2025, with a requirement to notify intent by January 10th, 2025. Questions are due by January 29th, 2025, and the contract will be for approximately one year with five one-year option periods beginning July 1, 2025.
The financial proposal requires a two-part submission with technical and financial volumes, submitted exclusively through EMMA. Pricing information must be separated from the technical proposal, and the evaluation will prioritize technical merit over financial factors. The proposal allows for joint proposals from companies with compatible products, recognizing that most vendors may only provide specific components or subsystems. The current MSPAC equipment includes systems like EuroNav 5 Moving Map, SAAB Direct CR recorder, Vislink downlink, and ISAT 100 Satcom systems. The procurement will require detailed pricing for base configuration, optional features, and five years of potential ongoing costs, with specific instructions for completing the financial proposal template. Vendors must carefully review the entire Scope of Work and ensure compliance with all specified requirements.

Financial Proposal Overview
Place a number in each box If there is no cost for a line item, you may put “0” in the box (ie, if map updates for the first year are included) You MUST INCLUDE the # of SIM cards your system needs.
If the system uses state provided SIM cards on existing State cellular data plans, you may put 0 in the cost for data transmission, unless there is a specific additional fee for use of the datalink system.
For optional features:
List the cost difference from the baseline configuration for each feature you offer If an option is included or you are willing to provide it at no additional cost, place 0 in the box.
If multiple desired optional features are included in one add-on cost (ie, you get MTI and ATR with the same add on hardware) then detail that in the technical proposal. If the costs can be separated, then place the costs into two separate lines. If they cannot be separated, put the full cost in both lines.
Option Year Tabs 1-5 are to encapsulate the “cost of ownership”. Please capture all potential costs with operating the system over time.
If anything is included (ie, map updates) then you may put 0 in the box.
As with the initial year, the data transmission can be put Please note that the annual costs are split into months and adjust accordingly. The sheet will automatically total the amounts.
Any costs associated with continued use of any optional feature should be included in the appropriate line.
If there are no additional costs beyond purchase, place a 0 in the box.
Grand total will be calculated automatically from inputs on the previous pages.
If you do not fill out the number of SIM cards required by your system, the sheet will not total the base year appropriately.
Questions During Bid All questions with important content will be captured during this meeting with their answers and posted to eMMA within 72 hours (3 Business Days).
Any questions and answers will be shared to all participants. This will start a new round of bidding. It is important to acknowledge the addendum and resubmit your bid to the most current round. If you do not, we cannot select your proposal.
Questions cut-off is January 29, 2025.
Questions to Date Question 1
Is this RFP open solely to contractors for full project bids? Specifically, would it be possible for us to submit a quote solely for your display requirements, or are you seeking quotes for the entire project?
Answer 1
Please consider attending the Pre-Proposal Conference where you will hear all about the RFP and the requirements. This contract will have a Prime vendor who will be responsible for subcontracting as necessary to provide a complete proposal. The attendee list will be published after the conference to allow companies who only provide specific components to pair up with potential prime vendors. There will not be competitions for individual components.
Proposal Addendum All Proposal Addendums will be posted to eMMA within approximately 72 hours (3 Business Days). As to date, there has been 1 Addendum.
Proposal opening There will be no public opening of proposals.
Completion Time and Project Schedule This Contract shall be for a period of approximately one (1) year with five (5) one-year option periods beginning July 1, 2025. MSPAC will schedule and hold a virtual kickoff meeting within 10 Business Days of NTP Date for all of the awarded vendors.
Installations will be performed during existing maintenance cycles and timed to minimize disruptions in MSPAC’s essential services.
