About this file
This document is a Questions and Answers (Q&A) file containing responses to Requests for Information (RFIs) numbered 85 through 92 related to a federal construction contract.
The responses address scope clarifications across multiple work categories. For flooring work, the Government clarified that floorboards throughout the chapel are to be replaced, and directed bidders to refer to provided reports for roof and grout abatement, while confirming that marble floor grout and mortar cleanup (approximately 85 square feet at the altar area) and roofing felt abatement (approximately 250 square feet) are now included in the asbestos abatement scope. For hazardous materials, the Government stated that all building paints are assumed to contain lead with no specific removal requirement, but any project work disturbing paint must comply with OSHA 1926.62 and specification 02 83 33.13. The Government provided attached legible reports for lead testing and directed reference to Section 2.3 of the asbestos abatement specifications for role definitions between VPIH (provided by General Contractor) and CPIH (provided by asbestos contractor). For mechanical and electrical systems, responses specified that auxiliary contacts require a secondary power pack for ceiling occupancy sensor control of 120V exhaust fan in the restroom, replacement fuses per the latest arc-flash study specify "S&C SMU-20, 14.4kV, E-rated, 15E-200E Slow-speed," and dimming control panel specifications are referenced in addendum #2.

85 The previous RFI response did not address RFI #80: "Should we include removal of the flooring subbase within the chapel area to allow for insulation of the new foundation?" To clarify, this question refers specifically to the subfloor in the chapel area that will be impacted by the approximately 30 new foundations shown on Drawing S101 - Please confirm whether we are to include removal and full replacement of all affted subflooring, or it the intent is to remove and reinstall the existing subfloor, preserving as much of it as possible.
Floorboards throughout the chapel are to be replaced.
RFI Response #5 directs bidders to reference the provided Terracon report regarding roof and grout abatement. However, the report indicates the grout as "Assumed > 1% (not sampled due to irreparable damage)" and the roof materials as "Assumed>1% (not sampled due to inaccessibility)." To ensure a complete and level bid, we respectfully request clarification on whether abatement of these assumed materials is required to be included in our scope.
These items were not originally included in the extent of work for abatement when the original abatement extent of work was developed; however, conditions have changed thus now requiring small isolated abatement areas pertaining to the following which shall now be included in the asbestos abatement scope of work: A)Marble floor grout and mortar (assumed to contain asbestos >1%) – cleanup of damaged/loose assumed asbestos-containing grout and mortar from an approximately 85 square foot area at the back of the alter area where the marble floor has become loose to facilitate the marble flooring to be reset safely by others.
B) Roofing felt (assumed to contain asbestos >1%) under composite roofing materials – abate assumed asbestos-containing roofing felt materials at roof locations, which are causing leaks, totally approximately 250 square feet to facilitate roof repairs to be completed by others.
In light of the Rfi responses directing bidders to rely on the provided reports, please confirm the following: The XRF lead test results in the 2018 report are not legible. Can the Government provide a legible copy of the report or clarify the required scope of work for lead remediation?
See attached reports. All paints associated with the building are assumed to contain lead. There is no extent of work requiring specific paint removal;
however, any project work which distrubs paints in any manner must be completed in accordance with OSHA 1926.62 (lead in construction) and the lead paint specification 02 83 33.13.
What is the difference between the VPIH (provided by GC) and CPIH (provided by an asbestos contractor)?
Section 2.3 of the asbestos abatement specifications defined the roles of each (as well as other sections within the abatement specifications providing further details to each role). In brief summary, the VPIH services are in the interest of the VA and CPIH services are in the interest of the abatement contractor.
Given that the pew padding appears to have been exposed to lead paint chips and dust, will any additional cleaning or replacement be required prior to storage and reinstallation? If so, please specify the requirements.
