About this file
This is a Pre-bid Request for Information (RFI) No. 2 for Project 573-22-103, Renovate Interventional Radiology Suites, a construction services project at a Veterans Affairs facility under Solicitation 36C24826R0038. The RFI consists of thirteen clarifying questions and government responses addressing design responsibilities, specifications, and operational requirements for the renovation work.
Key clarifications provided by the VA include: (1) structural steel design remains the responsibility of the Engineer of Record (Reitano Design Group), with delegated design items limited to standard components such as steel joists, metal studs, pre-engineered stairs/railings, and Unistrut framing; (2) sealed acoustical ceilings are not required in the Angio Rooms unless specifically detailed; (3) the VA prefers ASCOM as the nurse call supplier rather than the specified Rauland system; (4) the A/E will provide commissioning services, not the contractor; (5) asbestos-containing material (ACM) pipe insulation quantities are measured in linear feet; and (6) the VA will provide photographs of Room C071-1, as-built MEP drawings from the recently completed SPS Renovation project, and existing reflected ceiling plans for basement areas. Regarding operational requirements, the SPS Department operates 24/7 with peak activity Monday-Friday; full shutdowns of functional areas are not assumed in the base bid, and any partial closures require pre-approval. Contractors must submit detailed phasing plans addressing infection control, isolation and life-safety measures (ICRA/ILSM), after-hours work, temporary protections, and security-escorted personnel access. The revised proposal deadline is April 24, 2026, at 3:00 PM EST.

| 1 | Spec section 05 12 00 | Spec section 05 12 00 part 2.1 and part 1.4 states Delegated Design drawings and calculations: signed and sealed by responsible design professional. Design and detail all connections for each member size, steel grade and connection type to resist the loads and reactions indicated on the drawings. The design of the components in this project is not the responsibility of the contractor, it is the responsibility of the designer of record, Reitano Design Group. This project is not a design-build contract; therefore, it is not the contractor’s responsibility to perform structural engineering or determine the adequacy of the existing framing to support any new steel framing. This is not something that can be observed or determined by a “pre-bid site visit”. The Engineer of Record, is responsible for evaluating the existing structural conditions and identifying the appropriate components that will provide sufficient capacity, or to design and detail any necessary modifications or reinforcements needed. Please provide a stamped design for any new structural steel that is required for the contractor to include in their bid and remove this language from the specification? | The referenced item has to do with structural steel connections that the steel detailer provides that is different from the details in our drawing. This is a standard spec. and is also noted in the drawing spec on S001 structural steel note #19. There are other delegated structural items noted below which are also on the drawings spec on S001. |
There are several standard items that are delegated:
| • | steel joist framing, |
| • | metal stud framing (CFMF), |
| • | pre-engineered metal stairs/railings, |
| • | Unistrut framing |
| 2 | Reflected Ceiling Plan | Please confirm if a gasketed and sealed acoustical ceiling system is required in the Angio Rooms#D364 and #D365. If so, please provide details, requirements and specifications for acoustical ceiling system. | No sealed ACT is required unless specifically detailed. Follow A110 RCP: procedure rooms to receive the ceiling type indicated on the plan |
| 3 | Amendment 002 - RFI Response #08 | Per Amendment 002, RFI Response #08, the VA has indicated that the Nurse Call system is Rauland Responder but the Rauland rep. has informed us that they cannot bid this project since they do not have a footprint in that area of the hospital- see following quote from the Rauland Rep.: " We have seen this project before; I'm telling those who inquire that we cannot bid this project. It's a small area in a hospital that we have zero Rauland nurse call. Since we have no footprint, we cannot provide and install the Nurse Call necessary for this bid. We beleive the Spec though it may say Rauland, is an error." Please advise on how to handle the Nurse Call Sytem for bidding purposes. | VA prefers ASCOM as nurse call supplier. |
| 4 | Amendment 002 - RFI Response #11 | Per Amendment 002, RFI Response #11, Specification Section 01 91 00 was provided for the Commissioning, please confirm that the GC is to provide the costs for the Commissioning Agent since this is typically not handled this way on VA projects. The VA typically has the reponsibility for the Commissioning Agent and it is stated that way in the VA Master Specifications (section 01 91 00). Please review specification 01 91 00-14, 1.8,B,3 and advise if the Contractor is responsible for the Commissioning services and related costs. |
The A/E will provide commissioning.
5 Terracon Asbestos and Lead Paint Survey Report Please clarify if the 45 quanity (Two locations - Items #14 and #15 in Table 1) of ACM of pipe insulation noted in the Terracon Asbestos and Lead Paint Survey Report dated December 4, 2023 is for Linear Feet (LF) or Square Feet (SF).
Yes, it is measured in linear feet as required by regulations.
| 6 | General | Please provide pictures for Room #C071-1 which we were not able to go into during the last Site Visit on March 6, 2026. | VA to provide photos |
| 7 | General | Please provide the MEP's As Builts, specifically inlcuding as-built ductwork shop drawings, for the existing SPS Renovation that was recently completed so we can review above-ceiling conditions as it pertains to the plumbing, med gas, and electrical work and tie-in's that will be required for this project. | VA to provide SPS project as-builts |
| 8 | General | Please provide current existing Reflected Ceiling plans (RCP) for all basement areas that will be affected by the improvements specified to be installed so we can review the existing conditions as it pertains to the plumbing, med gas, and electrical work required for this project. | VA to provide RCP as builts for basement |
| 9 | General | Please provide accomodations and routing on how we will tie-in our Negative Air Exhaust machines while we are ICRA area contained plumbing and electrical work in the SPS Department. | VA typically allows HEPA filtered negative air machines to be connected to HVAC exhaust grilles in the event that an outside air route is not available. Ultimately, contractor must submit ICRA plan to the VA for review and approval. |
| 10 | General | Please provide the hours of operation for the SPS Department including Peak Hours and Days for the SPS Department to facilitate work planning to minimize disruptions to normal facility operations. | SPS operates on a continuous operations (24/7) with peak daytime, Monday–Friday activity. All shutdowns and disruptive work must follow the phasing and outage notification requirements in Div. 01 |
| 11 | General | Please confirm if the individual compartments such as Receiving Decontanimation Room or portions of areas like the Prep and Pack areas may be shut down for a period of two weeks for isolation and construction purposes while performing our work. If not, please provide a detailed multiphase plan or restrictions for this area. | Full shutdowns of SPS functional areas are not assumed in the base bid. Any partial closures must be pre‑approved and sequenced to maintain hospital operations. Submit a phasing plan identifying night/weekend work, temporary protections, and ICRA/ILSM measures. The Owner may approve limited, time‑boxed outages if backups and clinical workflows are maintained; otherwise work must be performed off‑hours or in contained, phased zones |
| 12 | General | Please identify any operational limitations for access to the SPS Department and surrounding areas that should be considered in developing preliminary phasing palns for the work to be performed in these areas. | Access will be limited to VA-escorted personnel; follow VA security, ICRA/ILSM controls, clean/dirty separations, and delivery staging per Div. 01. Use only approved routes and elevators; protect finishes; maintain clear egress. Include work‑hour limits, noise/vibration controls, and infection control barriers in the phasing plan. |
| 13 | Contracting | I'm reaching out to confirm if the 4/3 bid date will still hold. This date also coincides with Good Friday. Due to the religious holiday some engagement may be lower than usual. If you can confirm if the bid date will remain or if this can be pushed a week, that would be much appreciated. | Proposals are due 04/24/2026 at 3:00 pm EST. |
