About this file
This document is a Q&A from the pre-proposal meeting for RFP #S-34000-00001510 "Equity in Strategic Planning for the Materials Management (MM) Grants" issued by the Agency. The RFP seeks consulting and training services focused on integrating Diversity, Equity, and Inclusion (DEI) into the Agency's MM Grant Program, including guidance on change management. The RFP covers services in Multnomah County and the City of Portland, Oregon. Key details clarified in the Q&A include that 2 years of relevant experience qualifies for the proposal, regardless of when that experience was gained, and that subcontractors do not need to be confirmed prior to proposal submission. The pre-proposal meeting was recorded and the recording can be accessed online.
The RFP does not require a cover page, and the project team page does not count towards the project plan page limit. The work is likely to be mostly remote, depending on pandemic mandates. The Agency can provide the 2020 grant application requirements to interested parties. Pricing terms, set asides, funding sources, and other financial details were not covered in this Q&A document.

1. Can you clarify the Experience/Past performance section again? You say 2 years of experience which could be represented in Resume. However, the 34.2.2 section states “evaluated through the examples requested in section 3.4.4 section. Are you potentially reference 3.3.4 which is previous experience that is within the last 3 years? Can you explain if I have more that 2 years of experience (resume) but not within last 3 years, how will you evaluate that?
When in the last 3 years, you don’t have specific projects that you can’t site, but you meet the 2 year requirement… does that disqualify you?
a. If you meet the two years of experience, you will qualify. It doesn’t need to be in the last three years.
2. Are you able to share the previous grant application documentation and requirements?
a. We can post the 2020 grant application requirements on ORBuys.
3. Do we need to have subcontractors confirmed prior to submission of the proposal?
a. No
4. Is a cover page allowable?
a. Yes
5. Is the project teams page limit count towards the project plan page limit?
a. No
6. Is the work mostly remote? How much in person time do you forecast for the upcoming year?
a. Most likely completely remote, but depends on pandemic mandates.
