About this file

This document is a Pre-Bid Conference Q&A documentation for a Janitorial Services solicitation (No. 19SF2025Q0001) for the U.S. Consulate General in Cape Town. The solicitation involves critical compliance requirements for foreign contractors, specifically addressing work permits, security clearances, and insurance. Key requirements include obtaining necessary police clearances, complying with U.S. Government security policies, and mandatory Defense Base Act (DBA) insurance coverage for all contractor employees working on the U.S. Government compound.

The related contract opportunity amendment (19SF2025Q0001-A0001) provides additional details about the janitorial services, including updated attachments for floor surface areas, monthly consumables, and specific cleaning service requirements. Significant updates include revisions to restroom cleaning specifications, sanitary disposal bin servicing, air freshener requirements, and a reduction in government-furnished property. The bid submission deadline has been extended to April 14, 2025, and the amendment incorporates recent federal policy changes, including Executive Order 14148. The solicitation is being managed by the Department of State and seeks a contractor to provide comprehensive janitorial services at the Cape Town consulate.

Vendors are reminded that all official responses will be documented in writing and posted to **SAM.gov** as part of the solicitation amendment.

2. Questions & Answers Proposal Submission & Compliance

Question
Response
Company: Camper Down - "Do our workers need permits and police clearances, as we are foreigners, as stated in Section 52.229-12?"
According to the solicitation document, all contractor employees working on the U.S. Government (USG) compound must comply with security and legal requirements. This includes obtaining any necessary work permits and police clearances, as determined by local labor laws and U.S. Government security policies. Section 4.4.1 of the solicitation specifies that after contract award, the contractor must provide a list of employees for security vetting. The Government reserves the right to deny access to individuals who do not meet security clearance requirements. Foreign nationals without the required work permits or certifications to be in the country will not be security cleared and will therefore not be allowed on the compound to work on this project. Contractors should ensure compliance with all applicable regulations prior to deployment of personnel.
Company: Camper Down - "Do our workers need to be insured under the DBA, or can it be standard to our insurance currently used in SA – referring to 7.0 Insurance and Section 52.212-1 A.1?"
Under U.S. Government (USG) contracts performed overseas on USG compounds, all contractor employees must be covered under the Defense Base Act (DBA) insurance as required by U.S. law. Standard local insurance does not fulfill this requirement. DBA insurance provides coverage for work-related injuries, disability, and death for contractor personnel working on USG contracts outside the United States. Contractors are responsible for obtaining and maintaining DBA insurance for their employees. Further details and approved DBA insurance providers can be found in the solicitation documents.
