About this file

This is a pre-bid conference recording file for the City of Seattle's Invitation to Bid (ITB TR0-6761) for traffic control products, roadway barricades, safety sign posts, and aluminum sign blanks. The ITB comprises four procurement categories: purchase of traffic control products and roadway barricades (including road signs, cones, delineators, barricades, water-filled barriers, arrow boards, variable message signs, and truck-mounted attenuators); rental of these same items with daily, weekly, and monthly rate options; purchase of safety sign posts (TeleSpar or approved equivalent) with related hardware; and purchase of aluminum sign blanks in varying dimensions and gauges. The ITB contains 272 line items. A non-mandatory pre-bid conference was held on August 18, 2026 at 11:30 a.m. via Microsoft Teams. Written questions are due by August 28, 2026 at 5:00 p.m., and sealed bids must be submitted electronically through the City's Procurement Portal by September 14, 2026 at 10:00 a.m. The City intends to award a blanket pool of multiple eligible and qualified contracts from which any city department may place orders at its discretion. The contract term is five years with one optional two-year extension at the City's discretion. A 90-day trial period applies to all awarded contracts, with immediate cancellation resulting from failure to perform during this period.

All pricing must be submitted F.O.B. Destination with freight prepaid in U.S. dollars, with free delivery unless otherwise specified in the ITB. Vendors must provide 24-hour response time for routine orders and two-hour emergency delivery capability, maintain adequate inventory, and operate an order desk from 7:00 a.m. to 5:00 p.m. on business days. All materials and equipment must comply with the current Manual on Uniform Traffic Control Devices (MUTCD), Seattle Department of Transportation standards, and applicable Washington State standards. In 2025, the City spent approximately $950,000 on these contracts, with individual orders averaging $325 and reaching as high as $10,000. Primary users include the Seattle Department of Transportation, Seattle Public Utilities, and Seattle City Light. Vendors must obtain a Seattle Business License if they have physical nexus in the city and provide a Washington State business license (UBI number) before contract execution. Required insurance includes Commercial General Liability ($1,000,000 each occurrence / $2,000,000 general aggregate), Business Automobile Liability ($1,000,000 combined single limit), and Washington State Worker's Compensation Insurance.
