About this file

This document is a Pre-award Synopsis Notice of Intent for the extension of Personal Service Contract (PSC) #7200AA19S00008, which was originally awarded to Katherine Guernsey on April 25, 2019. The United States Agency for International Development (USAID) intends to extend this PSC for an additional 12 months at an estimated cost of $125,000, to ensure no gap in access to critical disability rights and inclusive development expertise while concurrent hiring processes are ongoing. Under this extension, the USPSC will provide leadership for USAID's strategic approach to promoting Disability Rights and managing the Disability Funding Program until a new position can be awarded. USAID is relying on the authority under AIDAR 706.302-70 to extend this contract without full and open competition, as it would impair or adversely affect USAID's foreign aid programs. This notice is not a request for competitive offers.

Award Number: 7200AA19S00008, solicited under 7200AA18R00048

Notice Type: Special Notice: Synopsis prior to contract extension Added: April 9, 2024 5:59 pm

Synopsis:

The United States Agency for International Development (USAID) intends to extend the Personal Service Contract # 7200AA19S00008 beyond five years, for an additional twelve months at the estimated cost of $125,000. The USPSC was first awarded to Katherine Guernsey on April 25, 2019 and will end on April 28, 2024.

This extension is to ensure that there is no gap in USAID access to critical disability rights and inclusive development expertise while concurrent and hiring processes are ongoing. Under this action the USPSC will provide leadership for the Agency’s strategic approach to promoting Disability Rights and for managing the Disability Funding Program until the new position can be awarded.

The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70, Impairment of Foreign Aid programs. Under this, USAID may engage in a noncompetitive action when full and open competition would “impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.” In this case, USAID has a need for the continued provision of the highly specialized services of the incumbent in accordance with AIDAR 706.302-70(b)(5).

This notice of intent is not a request for competitive offers. Please refer any questions to Jonathan Bui, Acquisition and Assistance Specialist, at jbui@usaid.gov or Mir Ershadullah, Contracting Officer at mershadullah@usaid.gov.
