About this file
This is a Pre-Award Inspection Checklist used by the government to evaluate a contractor's technical capability and readiness to perform aircraft maintenance services before contract award.
The checklist is organized into three primary evaluation categories: Operations, Personnel, and Facility. Under Operations, inspectors verify the contractor maintains current manuals for maintenance and overhaul procedures, active subscriptions to Airworthiness directives and service bulletins, compliance with current Federal Aviation Regulations (FARs) on aircraft maintenance, documented inspection and maintenance tracking procedures, parts tracking systems for new and life-limited components, tool calibration procedures, subcontracting policies, drug testing programs if required, and applicable insurance documentation. The Personnel section requires verification of employed Licensed A&P and IA mechanics with current certificates, recent activity records demonstrating FAR 65.83 compliance, and documented experience or training on the specific aircraft makes and models involved. The Facility evaluation assesses secure hangar space for maintenance operations and aircraft storage, availability of required equipment and special tools, proper storage and marking of hazardous materials including gas bottles and chemicals, adequate fire extinguisher inventory and types, emergency safety equipment such as first aid supplies and eyewash stations, and properly marked emergency exits.
The checklist concludes with an Overall Confidence Rating scale containing three levels: High Confidence (indicating the offeror possesses necessary technical capability with little or no government intervention), Some Confidence (indicating capability exists but requires some government intervention), and Low Confidence (indicating insufficient capability even with government intervention). The form includes blank spaces for recording the inspection date, business name, facility address, and inspection team members, along with designated areas for documenting inspection findings and observations.
