About this file
This is a Pre-Award Inspection Checklist used to evaluate contractors for helicopter maintenance services, specifically aligned with a USDA APHIS Wildlife Services contract opportunity for Bell 206 and Hughes/MD369 series aircraft maintenance.
The checklist evaluates three major areas: Operations, Personnel, and Facility. The Operations section covers requirements for current maintenance manuals, airworthiness directives, FAR compliance, inspection procedures, parts tracking, tool calibration, subcontracting procedures, drug testing, and insurance. The Personnel section assesses licensed A&P and IA mechanics' qualifications, including FAR 65.83 experience requirements and specific aircraft model expertise. The Facility section evaluates secure hangar space, equipment/tools, hazmat storage, fire safety, emergency equipment, and proper marking of exits. The checklist includes a confidence rating system (High/Some/Low) that measures the government's assessment of the contractor's technical capability to perform with varying levels of government intervention.
