About this file

This is a Request for Information (RFI) issued by the Federal Emergency Management Agency (FEMA), Office of Chemical, Biological, Radiological, and Nuclear (CBRN) Support, seeking information on commercially available gamma-detecting Personal Radiation Detectors (PRDs) with wireless-communication and data-transmission capabilities. The RFI is for market research purposes only and responses are not binding offers. FEMA operational users include the Securing the Cities (STC) and Mobile Detection Deployment Program (MDDP), with a potential need for 13,000 units deployed over five years to support CBRN defense missions. The anticipated contract value is $35 million with a performance period starting in Q4 FY28, consisting of a one-year base period plus four one-year option periods. Responses must be submitted electronically to Isaac Chapple, Contracting Officer, at Isaac.Chapple@fema.dhs.gov by November 18, 2026, at 12:00 PM EST, with RFI Number 70FA4027I00000002 in the subject line.

Respondents must provide detailed capability information including PRD identification, device photographs, calibration procedures, technical specifications, and any additional capabilities such as total-dose tracking, radiation categorization, or GPS positioning. Vendors must complete the Personal Radiation Detector Requirements Matrix (Attachment 1) addressing detection thresholds and objectives, provide Rough Order of Magnitude pricing for procurement scenarios ranging from fewer than 500 units to 1,001–5,000 units, and indicate willingness to provide ten test units under a bailment agreement. Additional requirements include identifying available Federal Supply Schedule contracts or other government-wide ordering vehicles, warranty options, and training recommendations. FEMA is considering a single-award IDIQ contract structure and has not yet determined whether the solicitation will be unrestricted, set-aside for small businesses, or a hybrid approach. Respondents should clearly mark proprietary information and are solely responsible for all response expenses. The applicable NAICS code is 334519 (Other Measuring and Controlling Device Manufacturing) and PSC code is 6695 (Combination and Miscellaneous Instruments).

Federal Emergency Management Agency (FEMA) Office of Chemical, Biological, Radiological, and Nuclear (CBRN), Securing the Cities (STC) and Mobile Detection Deployment Program (MDDP) Personal Radiation Detector (PRD)

Request for Information (RFI)

October 22, 2026

REQUEST FOR INFORMATION (RFI) SUMMARY: The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Chemical, Biological, Radiological, and Nuclear (CBRN) requires Personal Radiation Detectors (PRDs).

PRDs are pager-size devices worn by users for radiological and nuclear detection capability as well as personal protection. PRDs automatically monitor the environment and alert the user when radiation levels above the natural background are detected. PRDs also assist the user in localizing the source of detected radiation. The high sensitivity and rapid response time to the variations in the ambient radiation levels clearly distinguish PRDs from the family of electronic dosimeters which are mainly used for accurate dose and dose rate.

GENERAL INFORMATION: This RFI is issued solely for information gathering purposes to identify offerors that can provide identify commercially available, gamma-detecting Personal Radiation Detectors (PRDs), including available wireless-communication and data-transmission capabilities in advance of an acquisition which will include testing of the most compliant candidate solutions.

In accordance with FAR 15.201(e), RFIs may be used when the Government wants to obtain price, delivery, other market information, and capabilities for planning purposes. Responses to these RFIs are not offers and cannot be accepted by the Government to form a binding contract. This RFI shall not be construed as a commitment by the Government for any purpose, nor does it restrict the Government to an ultimate acquisition approach.

Respondents are solely responsible for all expenses associated with their RFI response. Respondents will not receive additional information in response to their submittal to the RFI and will not be notified of the resulting market research.

Interested parties must submit sufficient documentation in accordance with the instructions in this RFI and current industry’s best practices and standards, demonstrating their ability/experience to meet or exceed the Government’s requirements listed in this notice.

PROPRIETARY INFORMATION AND DISCLAIMERS: Respondents shall identify any proprietary information in its RFI response. Information submitted in response to this RFI will be used at the discretion of the Government. Further, the information submitted will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. FEMA reserves the right to utilize any non-proprietary technical information in the anticipated requirements document or solicitation.

Although it is not necessary to address in their response, respondents shall be aware of any potential, actual, or perceived organizational conflicts of interests. Any real or potential conflicts must be sufficiently mitigated prior to a contract award. For further guidance, refer to the Federal Acquisition Regulation, Part 9.5.

NAICS and Product Service Code (PSC) The following tentative NAICS and PSC codes are being considered for this scope:

• NAICS 334519 — Other Measuring and Controlling Device Manufacturing

• PSC 6695 – Combination and Miscellaneous Instruments

ANTICIPATED PERIOD OF PERFORMANCE START DATE: Q4FY28

ANTICIPATED CONTRACT VALUE: $35 Million

ANTICIPATED PERIOD OF PERFORMANCE

The Government plans for a base period of one (one) year with four (one-year) option periods for a total duration of five years as depicted in the table below.

ANTICIPATED ACQUISITION STRATEGY: FEMA has not decided on the acquisition strategy for this competition and whether the solicitation will be unrestricted, a set-aside for small businesses, or some hybrid approach with some work being unrestricted or set aside solely for small businesses. In all cases, FEMA reserves the right to select an acquisition strategy in the best interest of the Agency that will satisfy our mission need in the most effective, efficient, and economic manner.

One option the Government is currently contemplating awarding this acquisition as a single award IDIQ contract, providing PRDs. Please incorporate any comments regarding the advantages and/or disadvantages for the proposed acquisition strategy, and/or recommendations for an alternate acquisition path/solution, in your response to the RFI Questions.

PROGRAM BACKGROUND:

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Chemical, Biological, Radiological, and Nuclear (CBRN) Support’s mission is to detect and protect against the unauthorized importation, possession, storage, transportation, development, or use of a nuclear explosive device, fissile material, or radiological material in the United States and to improve that detection system over time. The Office of CBRN Support continually develops and procures radiation detection equipment for deployment by DHS and assists state/local/tribal/territorial law enforcement entities, as appropriate, to strengthen detection in various domestic pathways through which global commerce travels.

FEMA PRD operational users include Securing the Cities (STC) and Mobile Detection Deployment Program (MDDP) users. The users have a potential need for 13,000 units to be deployed over 5 years to support CBRN defense missions.

RFI OBJECTIVE:

The objective of this RFI is to identify commercially available, gamma-detecting Personal Radiation Detectors (PRDs), including available wireless-communication and data-transmission capabilities in advance of an acquisition which will include testing of the most compliant candidate solutions.
