About this file
This is a Product Requirements Document (PRD) for the Long Range Precision Munition (LRPM) Launched Effects - Medium Range (LE MR) Lethal Capability project by the U.S. Army's Portfolio Acquisition Executive (PAE) Fires - Aviation Rockets and Small Guided Munitions (ARSGM) Product Office. The project seeks a system integrator to develop a precise, long-range (>100km) munition system targeting Integrated Air Defense Systems, with prototypes to be launched from the Launched Effects Dispenser for Ground and Rotorcraft (LEDGR).
The government will provide technical data packages, software, and payload components, while the contractor will integrate a U.S. Government-designed payload section with a commercial off-the-shelf (COTS) or modified COTS air vehicle. The project aims to deliver 200-600 fieldable prototype LRPM All-Up-Rounds (AURs), with an anticipated funding range of $100M-$200M and an expected contract award in October 2026. Prototype deliveries are scheduled from June 2027 to September 2031, with the potential for a follow-on production contract. The project is unclassified, with government-supplied payload data designated as Controlled Unclassified Information (CUI).

Portfolio Acquisition Executive (PAE) Fires – Aviation Rockets and Small Guided Munitions (ARSGM) Product Office Product Requirements Document (PRD) Version 3.0 LRPM Launched Effects – Medium Range (LE MR) Lethal Capability – Systems Integration Portfolio Acquisition Executive - Fires
The Government is seeking statements of interest for the Long Range Precision Munition (LRPM) project. LRPM is the lethal variant of the Launched Effects (LE) family of systems. The LE family of systems provide a range of capabilities through variations of platforms, payloads, and mission systems. LE provides tactical and operational flexibility through the collaboration of heterogeneous groups of LE launched from multiple domains (land and air) in conjunction with other manned platforms, Command and Control (C2) systems, unmanned systems, and sensors throughout the operational environment. The ability to interoperate and coordinate with other LE systems at long ranges and adapt to changing threats is a core concept of LE. The primary target set for LRPM is Integrated Air Defense Systems (IADS). LRPM will provide Army Aviation and Ground Forces with a precise long range (greater than 100km) munition system to rapidly respond in a combat environment to improve the lethality and stand-off of Warfighters and aviation platforms in an Anti-Access Area Denial (A2AD) and positioning, navigation, and timing (PNT) denied environments. LRPM prototypes will support the evaluation of Army requirements and may lead to a subsequent production contract. Comment by Wolfe, Jacob D CIV USARMY ACC (USA): The title states Medium Range Lethal Capability but this states Long Range?
The LRPM program provides the LE family of systems lethal capability. The LRPM program seeks to accomplish this by incorporating several U.S. Government-developed technologies and capabilities with a commercial off the shelf (COTS) or modified COTS (MCOTS) air vehicle.
Scope
The LRPM program has three major efforts:
· Integration and Configuration Management: Integrate a U.S. Government-designed payload section onto a commercial air vehicle capable of being launched from the U.S. Government-designed Launched Effects Dispenser for Ground and Rotorcraft (LEDGR) and exercise disciplined configuration management of the LRPM all-up-round (AUR).
· Testing: Conduct and/or support testing in laboratory and field environments, to support safety approval and material release processes.
· Prototype delivery: Deliver prototype LRPM AURs to U.S. Army units and provide technical and sustainment support of the LRPM to fielded units.
The Project Owner will support the integration and test of the LRPM, produce and deliver prototypes for test and fielding, and develop and deliver documentation to support the safety qualification and material release of the LRPM to include interface control documents (ICD’s), user’s guides, and limited laboratory and flight hardware for hardware in the loop (HWIL) and other government testing.
LRPM Prototype Definition: The LRPM prototypes will be delivered in a qualified shipping and storage container (SSC) and will consist of:
· A U.S. Government-designed payload section consisting of a Long Wave Infrared (LWIR) seeker, a Combined Effects Warhead (CEW), an Electronic Safe and Arm Device (ESAD), and a Miniaturized Front End Laser Proximity Sensor (MFELPS).
· A COTS or MCOTS air vehicle capable of being launched from a LEDGR -including any necessary LEDGR adapters
· The capability to interface with Battle Management System (BMS) as a launch/C2 system and with Multiple Simultaneous Engagement Technologies (MSET) software for enroute and terminal guidance.
The procurement of all components of the AUR are the responsibility of the Project Owner; there will be no Government Furnished Equipment / Government Furnished Property (GFE / GFP) provided for the manufacturing or delivery of the AUR. The Government will provide the Technical Data Packages (TDPs), drawings, and National Stock Numbers / Part Numbers of the LRPM payload components, to include a qualified SSC to the Project Owner. The government will provide the MSET software for the Project Owner to integrate into their COTS or MCOTS air vehicle.
The objectives for this project are to:
· Deliver 200 to 600 fieldable prototype LRPM AURs.
· Provide Model Based Systems Engineering (MBSE) models that define the integration of the air vehicle with the government payload and LEDGR.
· Advance the Technology Readiness Level (TRL) of the LRPM AUR through integration and test of combined government and contractor technologies and components.
· Support safety and materiel release and airworthiness certification.
· Develop a manufacturing capability for the LRPM AUR.
· Provide technical and sustainment support to U.S. Army units who are fielded the LRPM AUR.
Success criteria for this project are defined as achieving a safety qualification and material release, delivering 200 to 600 LRPM AURs to the U.S. Army, and providing technical and sustainment support to U.S. Army units fielded with this capability.
Funding: Funding for this effort is anticipated to be between $100M and $200M.
Data Rights Comment by Wolfe, Jacob D CIV USARMY ACC (USA): Consider softening the language of data rights: State the Government's objective is to obtain the data rights necessary to operate, maintain, and sustain the system. Explicitly state that the Government is willing to negotiate data rights, especially for components and software developed at private expense. This encourages transparency from offerors and is more aligned with the flexible nature of OTAs.
Unless the Offeror’s Statement of Interest identifies asserted restrictions on the Government’s rights to technical data and computer software (including commercial and other than commercial restrictions) in conformance with DFARS 252.227-7017, the Government shall receive Unlimited Rights to all technical data and computer software generated, developed, or delivered under this effort. The extent and effect of such assertions may be evaluated by the Government and affect the response’s rating, and any negotiations associated therewith may delay award.
Schedule:
The Government anticipates award in October 2026.
Notional tasks/deliverables/milestones include the following:
· Agreement/Project Award – October 2026
· Program Management Plan and Kickoff Meeting – October 2026
· Technical Reviews – As needed
· Prototype fabrication plan – November 2026
· Safety briefing and data review – specific to vendor schedule
· Prototype Delivery – June 2027- September 2031 Comment by Wolfe, Jacob D CIV USARMY ACC (USA): Consider adding more detail like the Government desires an initial delivery of 50 prototypes by Q2 2028, with subsequent deliveries of approximately 150 units per year." This helps offerors better plan their manufacturing and resource allocation.
· Testing support – October 2026 - September 2031
Anticipated Security Level of the Prototype Project: Unclassified. Any government supplied data regarding the government payload are CUI.
Hazardous Materials: Hazardous material may be involved with performance of the prototype project.
Follow On Production Contract
In accordance with 10.U.S.C. 4022(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures.
