Government Request for Information

This is a Request for Information (RFI) issued to obtain knowledge and information for acquisition and project planning purposes. The government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. The information provided is entirely voluntary and will not impact the ability to compete on future requirements.

This RFI is for planning purposes only and shall not be considered a request for proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. All interested parties including industry, academia, and small businesses are encouraged to respond as they may all have unique qualifications and insights to this RFI.

Program Description

The EPA is in the market research phase of its re-compete effort for the existing multiple award contracts supporting the STREAMS program. We anticipate awarding task orders on a cost plus fixed fee basis, as well as a firm-fixed price basis. The STREAMS contractors provide support for the development and evaluation of technologies, processes, and tools to prevent or reduce pollution of air, land, and water, and to restore ecosystems for the USEPA’s National Risk Management Research Laboratory (NRMRL) and other Agency program offices. Additional information on the program tasks can be found in the DRAFT Performance Work Statement (PWS) for STREAMS 2 included as a document located at www.EPA.GOV/OAM/CINN_CIN, under the heading, “Synopses – RFPs Not Issued”. In addition, the RFP issued in 2005 for the contracts supporting the current program is available at the same url and heading (as stated above). We currently envision modeling the STREAMS 2 acquisition based on the general approach and terms and conditions of the prior RFP and current STREAMS contracts, however, the EPA encourages interested parties to provide feedback that could assist it in improving its planning for this acquisition.

Requested Input

Respondents to this RFI are encouraged to review the Draft PWS for STREAMS 2 and 2005 issued RFP and provide whatever recommendations they may have for EPA’s consideration. In particular, EPA is interested in any comments or questions regarding small business approaches, and the “Limitation of Future Contracting Clause” (Clause H.5). Responses to this RFI are voluntary and their source shall be treated as confidential. Responses are solely for the EPA’s use in developing its acquisition and project plans and strategies, therefore, responses will not be evaluated and respondents will not be notified of the results or use of the input received. No reimbursement will be made for any costs associated with this or future requests. Pre-Solicitation Meeting

The EPA intends to hold one pre-solicitation meeting on Tuesday, October 27, 2009 from 1:00 pm to 3:00 pm EST in the auditorium of the U.S. Environmental Protection Agency, Andrew W.

Breidenbach Environmental Research Center (AWBERC) at 26 W. Martin Luther King Drive, Cincinnati, Ohio 45268. This event will provide prospective offerors and interested parties with an additional opportunity to provide input, receive relevant background information on the acquisition process and the STREAMS program, and an opportunity to network with fellow contractors, small businesses, and EPA representatives. The EPA intends for this to be the sole in-person forum event for interested parties. No registration is required nor is an interested party or source list maintained. Those attending the meeting will be required to sign in and the attendee list will be published in a special notice for the networking benefit of those interested parties unable to attend. The EPA will not pay, nor compensate, any party for expenses incurred to attend this event. The Agency is under no obligation to make accommodations for those unable to attend the site visit event as scheduled.
