About this file
This file is a clarification response from the Town of Prattsburgh, New York regarding the rebidding of an engineering services Request for Qualifications (RFQ). The Town is seeking professional engineering services to design repairs and develop bid documents for stormwater infrastructure damaged during Tropical Storm Debbie in August 2024. The scope of work encompasses three primary locations: Pressler Road Stream Culvert, Lyons Hollow Road Embankment Failure, and Dillenbeck Road Culvert, with potential for additional work throughout the Town. Services include onsite inspections, regulatory analysis and permit applications, preliminary design development, final plans and specifications, permit acquisition, erosion control planning, contractor oversight, and project administration. Responses are due October 5, 2026 by noon, with the Town Board meeting on October 19, 2026 for likely selection approval. The selected engineer must begin work within 30 business days of contract approval.
The RFQ was rebid due to FEMA compliance requirements mandating a minimum of three competitive bids or proposals for project selection under FEMA Public Assistance funded projects. The first solicitation did not meet FEMA's minimum submission threshold. Respondents must hold New York professional engineering licensure and demonstrate a minimum of five years of staff expertise in municipal and civil engineering with documented experience in watersheds, hydrology, siltation, waterflow management, cost estimating, and FEMA-funded projects. Evaluation criteria allocate 20 points for completeness and clarity, 30 points for depth of experience and references, 30 points for approach and methodology, and 20 points for fee structure, with up to 10 bonus points for prior cooperation with New York State and FEMA. The work is funded through FEMA Public Assistance under Presidential Disaster Declaration FEMA-4825-DR and is subject to federal compliance requirements including the Davis-Bacon Act, Drug-Free Workplace Act, Equal Employment Opportunity provisions, and Byrd Anti-Lobbying Amendment. Set-aside goals are established at 10% for Service-Disabled Veteran-Owned Business, 10% for Minority-Owned Business Enterprise, 10% for Women-Owned Business Enterprise, and 10% for Disadvantaged Business Enterprise.

Please see question below in black and answer in red.
Hi Kim, I noticed this RFP has gone back out. I see its due October 5th. We submitted a proposal a few weeks ago. It looks like the same RFQ. Can you tell me why it went back out for bid?
Was there an error? I just need to respond to a few questions being asked of me. Thank you in advance.
This work is for FEMA projects. As such there are requirements that must be followed to comply with the grant conditions. One of these conditions is that when a project or service is bid out, it must be done competitively and there must be a minimum of 3 bids/proposals/submissions. The first run of this RFQ did not meet the FEMA criteria for being able to choose an engineer.
