TO
PURCHASE SINGLE/SOLE SOURCE COMMODITIES AND SERVICES
The following commodities and services may be a “Single Source” or a “Sole Source” (only one (1) source from which to purchase the commodities and services).

This NOTICE OF INTENT TO PURCHASE SINGLE/SOLE SOURCE shall serve as a notification that a recommendation will be made to The School Board of Hillsborough County, Florida (the “School Board”) to award this single or sole source procurement to the referenced vendor of the commodities and contractual services described in Exhibit A: SINGLE/SOLE SOURCE COMMODITIES AND SERVICES. The description of the commodities and contractual services intended for purchase from a single/sole source is posted per Rule 6A-1.012(12)(d), Florida Administrative Code. It will remain posted for seven (7) business days.
This is not a request for proposals, and no competitive solicitation is available. HCPS will not consider any response to be a proposal. Any responses received because of this notice will be considered solely to determine whether competition exists.
Interested firms or individuals may identify their interest and capability to respond to the requirement by uploading EXHIBIT B: RESPONSE TO PURCHASE SINGLE/SOLE SOURCE COMMODITIES AND SERVICES and all relevant documents via www.vendorlink.com. “Like” shall mean equal, equivalent, or identical. Interested firms will be considered only if they respond with clear and convincing documentation that they can meet or exceed the requirements. All responses received within seven (7) business days after the publication of this Notice of Intent to Purchase Single/Sole Source will be reviewed by HCPS.
A determination by the General Manager of Procurement Services, or designee, and the Procurement Officer not to publish a competitive solicitation for this proposed action based on the responses to this notice is solely within the discretion of the General Manager of Procurement Services.
Notice of Intent to Sole Source: If Procurement Services does not receive “like” commodities and services information during the Single/Sole Source posting period above, the purchase request shall be issued to the School Board or renewed as approved by the School Board. This section shall serve as notice of the intended decision to enter a single/sole source contract in the manner specified in § 120.57(3), Florida Statutes. It may negotiate the best terms and conditions with the single/sole source vendor. HCPS shall submit a recommendation to the School Board (www.hillsboroughschools.org/Page/3643) requesting approval to waive the solicitation process and proceed with the single/sole source purchase. Decisions concerning multiple-year sole sourcing are valid for one year after approval by the School Board and must be reposted and validated before the renewal period.
Failure to file a protest within the time prescribed in § 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter

120, Florida Statutes. Any protest concerning HCPS’ decision must be timely received by the General Manager of Procurement Services at 901 E. Kennedy Blvd., Tampa, FL 33602.
EXHIBIT A
SINGLE/SOLE SOURCE COMMODITIES AND SERVICES
1. Describe what the item commodity and service is and how it is to be used by HCPS.
Provide high-impact ELL/ELA tutoring for newcomer students at seven ESSA CSI sites (Rodgers, Turkey Creek, Woodson K-8, Shields, Jennings, Sulphur Springs K-8, South County Career) to accelerate language development and grade-level literacy gains. Two Education Champions per site will deliver targeted small-group instruction aligned to school curricula, with progress monitoring and teacher/site coordinator collaboration.
These sites have unmet ELL targets; targeted, small-group tutoring for newcomers is an evidence-based lever to accelerate language acquisition and grade-level literacy gains.
Program Duration: 11 weeks (February 23 – May 7)
Tutor-to-Student Ratio: 5:1
Sessions per Student: 90 minutes per week (3×30 minutes)
Tutors per Site: 2
Tutoring Frequency: 3x per week for 5 hrs, allowing each tutor to work with up to 9 groups for 30 minutes each, including a buffer for transitions.
Students served per Site: Up to 90
Total Students served: 630
Evaluation & Reporting:
• Weekly feedback surveys from classroom teachers and site monitors
• End-of-program reports summarizing student progress
• Regular status updates as needed
Customization: Each school and career center will have the opportunity to meet with PRACTICE to finalize details, including specific start dates and tutoring schedules based on their needs.
2. What feature or particular condition of this commodity and service is unique and cannot be obtained from any other source?
PRACTICE partners with Title I K-12 schools to close learning gaps, boost math and reading proficiency, and increase graduation rates. Since 2010, we've empowered nearly 200,000 low-income students across over 300 NYC DOE Schools through evidence-based tutoring and enrichment programs.
3. Vendor-provided information.
PRACTICE PBC (PRACTICE) [EIN # 81-1307746] is the sole provider of the PRACTICE tutoring program.
The methodologies, processes, and materials associated with the PRACTICE tutoring program are proprietary and protected under applicable intellectual property laws. PRACTICE retains all rights to these unique processes and materials, which have been developed over the past 15 years to support the academic success in Title I schools. These methodologies are specifically tailored to meet the needs of diverse learners and are continuously refined based on the results of hundreds of program implementations across multiple school districts.

Education Champions are recruited, vetted, onboarded, trained, and managed exclusively using PRACTICE’s proprietary methodologies, which cannot be replicated by other tutoring providers. Our training materials are exclusive and integral to ensuring the quality and consistency of the services we provide. This has allowed PRACTICE to maintain a high standard of service delivery across all program implementations.
PRACTICE has successfully partnered with over 300 schools, including districts similar to Hillsborough County, where we have provided tutoring services that are fully integrated with district curricula and tailored to the needs of ELL students.
Our tutoring program consistently helps schools improve academic outcomes for their students.
PRACTICE’s exclusive methodologies and our track record of successful implementations uniquely position us as the sole provider of these services.
