About this file

This document is a Notice of Intent to Sole Source issued by the Centers for Disease Control and Prevention (CDC) for the purchase of one CFX Opus 96 Real-Time PCR System, one CFX Maestro Software 2.3, two Hard-Shell 96-Well PCR Plates, and two Microseal 'B' PCR Plate Sealing Film. The CDC intends to award a sole source firm fixed price contract to Bio Rad Laboratories Inc. for these items, as the branch already has several CFX Opus 96 instruments in use and purchasing the same instrument will allow them to use the same reagents and consumables, avoiding confusion and mistakes in the lab. All protocols have been validated for the CFX instrument. Interested parties may identify their interest and capability to respond to the requirement or submit proposals by August 7, 2024 at 12:00 PM EST, but the government will make a determination on whether to conduct a competitive procurement at its discretion.

Text version

The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price contract to Bio Rad Laboratories Inc for the purchase of one CFX Opus 96 Real-Time PCR System, one CFX Maestro Software 2.3 for Windows PC, two Hard-Shell 96-Well PCR Plates, and two Microseal ‘B’ PCR Plate Sealing Film. Only one responsible source and no other providers will satisfy agency requirements, as the branch already has several CFX Opus 96 instruments in use. By purchasing the same instrument, the same reagents and consumables may be used on the new instrument. Purchase of an alternate instrument would require the branch to stock multiple different reagents and consumables which could lead to confusion and mistakes in the lab, resulting in lost samples. Additionally, all protocols have been validated for the CFX. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist Ashley Williams at dal3@cdc.gov by 12:00 PM EST on August 7, 2024.
