1.0 INTRODUCTION
1.1 The United States Department of State (DOS) requires services to replace and modify Fire Protection Systems at the U.S. Consulate in Chengdu, China.
1.2 The Overseas Building Operations (OBO) has a requirement to obtain services to plan and replace one for one the existing fire pump system with a fully functional main fire pump system.
1.3 The Consulate, located at No. 4 Lingshiguan Lu, Chengdu, Sichuan 610041, PRC is provided with full automatic fire suppression protection. The existing fire pump system is out of date and needs one for one replacement of the Pump Assembly, Cooling loop, Batteries, Jockey pump suction line strainer and pipe/fittings, Main Fire Pump and Jockey Pump Controller and all apertures.
1.4 The existing fire pump system protects the compound. The Contractor shall remove the existing fire pump system and install an in-kind, post purchased fire pump, jockey pump and control system. The equipment has been received by post and is awaiting installation. All work shall be performed according to the following U.S. codes and NFPA standards.

2.0 OBJECTIVES
2.1 The purpose of this scope of work is to define the requirements for the installation of a replacement main fire pump. The intent of this Task Order is to meet code requirements for installation/operation of the fire pump system and fully restore operation of the compound sprinkler systems and to provide reliable fire suppression throughout. Work shall be done in accordance with the project SOW and be compliant with referenced codes.
2.2 Sprinkler system connections and system operation shall be in accordance with NFPA 13, 20, and 72 if applicable.
2.3 Full monitoring of fire sprinkler functions at fire detection/alarm panel shall be restored by contractor upon final inspection and acceptance.
3.0 GENERAL REQUIREMENTS
3.1 The Contractor shall provide all necessary engineering, management, logistics and technical/construction services for the implementation of the fire protection requirements indicated in 2.0 above.
3.2 The Contractor shall apply the Security Classification Guide for Design and Construction of Overseas Facilities, May 2003, to all documents generated and/or information shared on this project if required.
3.3 No on-site survey will be required by the contractor. Images of the space have been included in Appendix B.
3.4 The new Pump Assembly, Pump Controller, Jockey Pump piping, and Jockey Pump Controller are provided by post. All other items that will be needed to successfully remove the existing fire pump components and install the new components shall be provided/installed by the contractor.
3.5 All equipment purchased and stored at post are listed in Appendix A.
3.6 The contractor shall disconnect existing wiring to existing fire and jockey pump controllers and all items stored in the work area/rooms will be removed by the Contractor before beginning work.
3.7 Contractor shall install all new components for the existing electric driven fire pump – to include but not limited to new fire pump controller and all required electrical connections, batteries, jockey pump suction line strainer piping and fittings.
3.8 No welding shall be permitted.
3.9 Post will generate country clearance cables for Contractor personnel traveling to post. The Contractor shall provide security and travel information to Post for generation of the country clearance cable. Information shall be provided at least 14 days prior to day of travel as follows:
a) Full name.
b) Date of birth.
c) Place of Birth
d) Social security number.
e) Dates of visit.
f) Level of clearance.
g) Name of Company for third party contractors.
h) Flight Itinerary
i) State whether meet and assist at airport is needed.
j) State whether post is requested to arrange lodging/hotel accommodations.
k) State whether laptop, digital cameras or other electronics is needed for the task order.
3.11 The Contractor shall have a minimum of 5 years of mechanical/fire protection piping installation, design, and fabrication pertaining to fire pump design.
3.12 The Contractor shall coordinate all work through Post’s Facility Manager (FM) or acting FM.
3.13 The Contractor will work with Post to determine planning previously completed for this project and to extent possible, will utilize factors that have been successfully developed toward meeting the project goal.
3.14 All referenced NFPA codes and OPS/FIR SOW shall be used as the project specifications.
3.15 The Contractor shall provide 4 weeks advance notice that project will be completed, to the Engineer/FM at Post and COR so arrangements can be made for representatives from the factory and OPS/FIR to inspect the contractor’s work.
3.16 All work shall be coordinated with Post personnel/officials.
4.0 COR and PCO
4.1 All technical questions concerning the scope and requirements of the U.S. Consulate, Chengdu, China Fire Pump Replacement Project shall be directed to the COR:

4.2 The Post Control Officer (PCO) will be the contractor’s contact at the US Consulate, Chengdu, China. The Post Control Officer will assist and direct the contractor when scheduling work, obtaining approved local supplies, and liaison with embassy personnel during the course of the Project. All questions concerning coordination of installation activities while at post shall be directed to the Post Control Officer

5.0 CONTRACT ADMINISTRATION
5.1 Post will issue all approvals and instructions concerning the scope of this work. The scope of work shall encompass the replacement of fire protection systems as tasked; man-hours dedicated to the job; length of stay at the job site; or any other aspect that will alter the use of resources allocated for the project. No other person may issue an approval or instructions concerning the scope to the Contractor without the written authorization of Post.
5.2 Post will provide a Notice to Proceed (NTP) to the Contractor for phase II of the project. No work shall be initiated until Post issues the NTP. Any work done by the Contractor beyond this SOW without direction (NTP or otherwise) from Post will be at the Contractor’s own risk and at no additional cost (in funds or time) to the Government.
5.3 Final approval and acceptance of project will be based on post inspection, to include successful testing per NFPA 20. A contractor representative/factory fire pump representative shall be at the job site at the time of inspection and acceptance. In accordance with the intent of this SOW, the contractor shall make ready for acceptance tests per NFPA 20, Acceptance of Fire Pump Assemblies by post.
6.0 RESPONSIBILITY OF THE CONTRACTOR
6.1 The contractor is responsible for completing the project in accordance with the SOW, and referenced codes/standards. Completion of work on the project schedule and payment for same does not constitute acceptance of the project nor relieve the contractor from fulfilling the task order intent.
6.2 The contractor shall be required to utilize plans, drawings and engineering designs. The contractor shall be able to use special tools and equipment. The Contractor shall have the ability to plan, install, repair, test and inspect fire protection systems and associated fire system control function systems in support of executing the Fire Sprinkler Pump Component Replacement project and to meet specified task order performance requirements.
6.3 The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all documents, construction and other services furnished under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its shop drawings, construction, and other services.
6.4 The contractor shall be responsible in getting all equipment and materials shipped, staged and installed in the pump room.
6.5 The Contractor shall identify a Project Foreman who shall be responsible for the overall management of the installation/construction and shall represent the Contractor on the site during the project (see 3.6 and 9.20). If applicable, the foreman shall be responsible for insuring the contractor team follows the Construction Security Plan (CSP). The foreman shall have a copy of the CSP and a copy of the certification/confirmation cable in his/her possession during the project.
6.6 The Project Site Foreman shall attend all on-site project meetings as necessary to manage the project. Progress reports shall be submitted weekly to the COR.
1) Reports shall be submitted when issues come up that need government involvement. Reports shall contain meeting minutes, list of attendees, concerns and proposed solutions, and any proposed changed orders.
2) If work becomes necessary in the Controlled Access Area (CAA) of the embassy, additional reporting will be required. The report shall also include a security log that shows the following details for each day of the week when the CAA was entered. (see 12.3 and 12.8 for due date and format). For off days or when the CAA is not entered, it shall be so reported so all days during the project can be accounted for.
a. Full identity of workers both cleared and non-cleared.
b. Clearance levels.
c. Identity of Escort personnel and clearance levels.
7.0 CONSTRUCTION
7.1 The Contractor will procure/ship necessary equipment, materials and tools.
7.2 The Contractor shall coordinate all logistics actions associated with the shipment of tools, materials and equipment to and from the project site.
7.3 The Contractor shall furnish all labor, supervision, tools, equipment, and management necessary to perform all logistics services related to this contract. The Contractor shall also perform and accomplish all logistics activities in accordance with the approved project schedule and/or at COR direction.
7.4 All Logistics work shall be included in the Contractor’s firm fixed-price for completing all work required by the task order, in conformance with the contract statement of work, the approved Contractor’s Proposal, the approved project schedule, all required and mandated Diplomatic Security requirements and guidelines.
7.5 Notice of Shipments: The contractor shall notify post of all shipments prior to their arrival at post. Coordination of receipt, unloading of containers and placement of shipments in storage at post shall be the responsibility of the contractor.
7.6 The Contractor shall maintain procurement and shipping reports for all material procurement and shipment actions. The report/s shall provide a detailed status of all actions pending and completed by the Contractor. This report shall be utilized by the Contractor to plan and schedule team deployments. This report shall be submitted to the Government at request of the COR or CO.
7.7 Construction work shall not begin until the contractor completes all project preparation. The Contractor shall provide written notice to the COR that all preparation is complete. The COR will notify the contractor that post has provided country clearance for the team and they may deploy in accordance with the approved project schedule.
7.8 The Contractor shall complete all work in accordance with the approved Project SOW, and be compliant with referenced codes and standards. The Fire Pump Skid Package and Fire Protection Systems shall be fully operable and function as designed.
7.9 The Contractor shall have limited access to or admission into any rooms or buildings outside the areas designated for the project except with permission by the Post Control Officer.
7.10 As discussed by the Contractor and PCO (or other designated Post official) during the site-survey, permission will be granted to use the area within the Embassy grounds for operation of construction equipment and temporary facilities.
7.11 The Contractor shall at all times keep the work area free from accumulation of waste materials and avoid dirt and debris from contaminating non-construction areas. Upon completing construction work, the Contractor shall restore the work area to original condition, remove all temporary facilities, containers, all debris and leave the project site in a clean and orderly condition acceptable to the PCO. Any repair of damage caused as a result of this project shall be the responsibility of the Contractor.
7.12 The Contractor shall coordinate transfer (to post) of all surplus property (materials, fixtures, articles or equipment) remaining at the completion of the project, if it was included in the contract price. Should post decline any/all materials, the declined materials shall become the responsibility of the contractor and be removed from the work-site along with the contractor's property, before contractor departs from the job.
7.13 The Contractor may be required to work hours other than what is considered normal working hours, i.e. evenings and on weekends. The contractor shall work with post personnel to schedule activities so disruptions of post operations are kept to a minimum. The PCO shall be advised of work plans before starting construction in any area.
7.14 Qualified Pump & Sprinkler Technician. Contractor personnel conducting fire sprinkler system work, inspection and testing shall be qualified and experienced in the design of fire sprinkler systems in accordance with National Fire Alarm Code and/or NICET level III certified in automatic sprinkler and fire alarm systems.
7.15 Testing. Testing shall be conducted in accordance with Project Specification and NFPA 13, 20, and 72.
7.16 The Contractor shall provide a Request for Final Acceptance, 30 days before commencement of acceptance testing.
7.17 Completion Documents: At the end of the project, the contractor shall submit project completion documents (NFPA 20 pump curve documentation).
8.0 INSTALLATION
New System – Installation Work Details
a) The Contractor shall remove the existing fire pump and install the new fire pump. The entire fire pump package unit shall be replaced with all new components.
b) In support of project start-up, the Contactor shall be on the job site to wire controller. Due to critical start up dates and factory fire pump representative visit to Post, the contactor shall provide a dated work schedule and submit to Post for coordination. All work shall be completed before start up and final tests/acceptance by factory rep and post.
c) Post has already procured startup services from Patterson Pumps, Singapore.
d) Post will coordinate startup services in coordination with project completion.
e) The Contractor shall supply all new UL & FM materials and apertures, labor, tools and all items needed to complete replacement of the fire pump system.
f) The contractor shall label and disconnect all existing electrical connections and replace/reinstall with new breaker sized for new controllers, wiring sized for new diesel controller and new jockey pump. After installation, all connections will be checked to ensure proper operation and rotation of jockey pump.
g) Contractor shall remove and install all FACP wiring into bottom of cabinet. Once wire is installed by contractor, they shall complete connections to the panel/controllers/devices. The following points are required to be monitored:
a) Fire pump switch off.
b) Fire pump running.
c) Engine trouble
d) Suction valve
e) Discharge valve
f) New sprinkler valve
g) New sprinkler flow switch.
h) Flow meter line NOT required. Flow meter to be secured via chain and lock. Keys to be turn over to Post.
i) Jockey pump valves NOT required. Secured when completed with chain and locks.
9.0 DELIVERABLES
12.1 The Contractor shall meet all contract requirements.
12.2 The Contractor shall commence work under this contract promptly, execute the work diligently, and achieve final completion and acceptance of the Fire Pump Replacement Project within the period specified.
10.0 SECURITY CLEARANCES
13.1 All persons must be found suitable for Embassy access. Local labor employees must pass the process whereby they are cleared by Post RSO section before they will be granted access for work on the compound. All non-cleared labor must be escorted by contractor personnel that have been approved by RSO office in accordance with Post policy/s.
13.2. Security Clearances are not required if work contained to non-CAA area of embassy. If during the survey, discovery is made whereby work must take place in the CAA, then work within the CAA must be performed by cleared American workers having a minimum of a Secret security clearance. Any CAA work to be performed under this contract requires that the Contractor comply with the Construction Security Plan provided by OBO and approved by Post.
11.0 PAYMENTS
14.1 The Contractor shall receive payments per the basic contract.
14.2 The Contractor may submit requests for monthly progress payments or at intervals to cover the value of labor, materials and other costs completed to date. Progress shall be shown in accordance with the approved line item costs for phase I site visit (per 7.1) and line item costs shown on the project schedule (per 9.2). A payment schedule based solely on time and/or labor expended is not acceptable.
14.3 The Contractor shall identify his last invoice "Final Invoice." The Final invoice shall include the remaining payment claimed to be due under the basic contract and all modifications issued, if any. The final invoice shall also have the Contractor's Release of Claims Certificate and Contractor’s Assignment of Refunds, Rebates and Credits.
