About this file
This document is a Synopsis Waiver Memorandum for a federal contract opportunity issued by the Defense Logistics Agency (DLA) Aviation at Oklahoma City. The memorandum covers solicitation SPRTA1-25-Q-0112 (PR 25-00832) and documents an exception to the synopsis publicizing requirement under FAR 5.202(a)(13). The acquisition is for NSN 6115-01-193-8182, Part Number 948F761-3, and is not expected to exceed the simplified acquisition threshold.
The waiver is granted because the complete solicitation package will be available through the Government Point of Entry (GPE), and offerors will be permitted to respond electronically via email. This approach meets the electronic commerce definition and provides public access to the proposed contract action. The solicitation will be distributed through Contract Opportunities, allowing potential vendors to review and respond to the opportunity through electronic means.

MEMORANDUM FOR FILE
SUBJECT: Synopsis Waiver
Exception is taken to this requirement solicitation SPRTA1-25-Q-0112 for PR 25-00832 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:
(i) Is for an amount not expected to exceed the simplified acquisition threshold.
(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.
(iii) Permits the public to respond to the solicitation electronically.
Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.
Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
