STATEMENT OF WORK

ARMORED CAR SERVICE

INTRODUCTION

Background: The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) San Juan Field Operations Office has an immediate requirement for armored car service for the areas of City View Plaza II (Guaynabo), Fajardo Customhouse, Ponce Customhouse, Mayaguez Customhouse and Luis Muñoz Marin airport. This requirement has been ongoing for a number of years, and is expected to continue for an indefinite period. Typical performance requires the Contractor to provide pick-up and delivery of cash and financial instruments to the designated locations. There is no method of predetermining the value of daily collections that may require transport and delivery.

OBJECTIVE/PURPOSE

The purpose of this procurement is to establish an ongoing, bonded, commercial armored car service in support of the CBP Area Port of Puerto Rico. These services shall be provided throughout a defined area that is subject to change.

SCOPE

The contractor is to provide all supervision, personnel, equipment, labor, bonding, licenses, permits, and supplies necessary to perform armored Car Services to the CBP Area Port of Puerto Rico. These services require the Contractor to pick up and deliver sealed deposit bags to the designated areas.

Element 1 San Juan Field Operations: The Contractor shall provide armored car service in accordance with the following requirements Monday through Friday, except federal recognize holidays. PERFORMANCE REQUIREMENTS

Performance Interruption: Performance is not to be interrupted as a result of an approved schedule change.

Liability Limitations: The Contractor shall assume full responsibility for all sealed containers and their content up to $1,000,000 for the San Juan Customhouse once it has been transferred to the Contractor for transport. All other locations will have a liability amount of $60,000. An additional Liability Charge will be assessed by the Contractor for each $1,000 of declared value or fraction thereof, in excess of the limitations.

Retention of Collections: Daily collections are not to be retained overnight by the Contractor, or their personnel. All collections shall be delivered the same day as picked up by Contractor.

Commingling Articles: CBP collections are to remain segregated at all time from other sources collections (private sector or other agencies) once presented to the Contractor for transport and delivery.

Forms: A CBP Officer shall prepare s Customs form CF-363, Collection Transmital, for the Contractor’s Representative signature to certify receipt and transfer of collections.

Release of Liability: Upon delivery of collections a CBP officer shall inspect the collections for damage and completeness. When the CBP Officer is satisfied the collections are complete and undamaged, the officer shall endorse the CF 363 relieving the Contractor of liability.

Description of Articles: The following is incorporated to provide the Contractor with typical descriptions of articles to be collected under the terms of this agreement. This is not intended to be a complete list, therefore requiring the Contractor to provide armored car service for articles not identified by the list. Currency, checks and other financial instruments, placed in sealed deposit bags by CBP personnel.

Item Allowance: The Contractor shall provide provisions for at least three (3) items to be picked up at each location. Additional items, over three (3), shall entitle the Contractor to assess a fee for each additional item, per location.

Identification Badge: The Contractor shall provide a current up-to-date list of name, signatures, badge number, photographs, and license number of their personnel who are authorized to transport the collections.
