EL PASO SECTOR HORSE PATROL
STATEMENT OF WORK FOR FARRIER SERVICES
FOR HORSES FOR US BORDER PATROL STATIONS AT
DEMING, NEW MEXICO
INTRODUCTION
The US Border Patrol is in search of a Farrier to provide services on a contract for the DEMING, NM Border Patrol Station located at 3300 J St. Deming NM 88030, Farrier Services for the Deming Border Patrol Station; Deming station presently has 20 horses, assigned to the horse patrol.
Requirements for Delivery Schedule The horses must be shod every 6-8 weeks in order to maintain the hooves and insure proper health. There may be times or instances that a shoe has to be reattached or replaced, (due to lost shoe or shoe falls off after 2-3 weeks), and the Farrier would be required to re-attach the shoe expeditiously (within 24 hours if possible). Or on an “as needed basis”, and called to the problem and then expeditiously corrected (emergency call). The Horse Patrol unit would be requesting these services to be provided in a timely fashion due to the nature of outcome that it would cause the horse, if not corrected immediately in these particular circumstances. Failure to do so could result in the deterioration of the health of the animals and will hinder the service mission. Arrangements will be made with the Horse Patrol Supervisor to coordinate this service at the time of the incident.
Vendor will provide all labor, material, and associated costs, as well as order all necessary replacement items (shoes, nails, etc). On occasion, (special events or parades), there may be a need for Borium shoes. Perspective Farrier should be able to apply (install) them when necessary.
Shoeing of horses will occur and take place at the designated assigned station at the horse barn facility and Farrier will provide all tools and materials associated with this contract.
Supervision Contractor’s Management Contact
The Contractor shall be responsible for the supervision of his employees while performing under this contract. The Contracting Officer’s Representative (COR) or his agents will perform periodic inspections in order to ensure compliance with requirements of this Contract, but will not attempt to supervise the Contractor’s employees.
The method of surveillance will be customer complaints, which generate COR check for the entire service for the month. If there is a complaint, contractor performance will be observed and identified by the COR or a representative of the COR.
The Contractor shall correct all complaints within a reasonable time period. All complaints will be documented and addressed during the same working day, when feasible. Upon written notice/phone call, uncorrected complaints, if considered reasonable by the COR, will be reported to the Contract Specialist overseeing the contract.
Use of Premises The Contractor shall comply with all regulations and security requirements governing the operation of the premises, which are occupied, or the area in which the contract work is to be done. The Contractor shall perform the contract in such a manner as to not interrupt or interfere with the conduct of Government business.
Duration of Contract Period The term of this contract is for one year beginning in 2018 with 4 subsequent option years. Option year approval is dependent upon operational necessity and vendor performance.
Award of contract is anticipated as follows:
Base Year:
September 1, 2018 through August 31, 2019
Option Year One:
September 1, 2019 through August 31, 2020
Option Year Two:
September 1, 2020 through August 31, 2021
Option Year Three:
September 1, 2021 through August 31, 2022
Option Year Four:
September 1, 2022 through August 31, 2023 Site Visit
Contract bidders are encouraged to visit the worksite before submitting a bid. Site visits will be coordinated with the Horse Patrol Supervisor at DNM between the hours of 8:00am and 3:30pm Monday thru Friday (excluding Federal Holidays). Bidder will need to schedule an appointment prior to visiting the worksite.
