RFP # 693JJ921R000038

Adopting a Public Health Approach to Traffic Safety

Questions and NHTSA Response:

1. B.2 Page 8 of the NOFO, is the award up to $476,932 annually, or is it spread out over the 5-year project period (meaning, $95,386 per year)?

NHTSA Response: Yes, the maximum award amount is a total of $476,932.00 spread out over 5-years.

2. Are indirect costs included in that amount? Does NHTSA have any cap on indirects?

NHTSA Response: Yes, the indirect costs are included in that amount. Indirect costs are capped based on your approved rates.

3. The announcement says that non-federal funding sources are encouraged and the proposed budget must fully identify all project costs and their funding sources. The proposed budget must identify all funding sources in sufficient detail to demonstrate the overall objectives of the project will be met.

a. Does this mean that we should have a budget for the NHTSA award and then another budget that shows where additional funds may be coming from and how they are being spent (meaning the total budget would be for greater than $476,932)?

NHTSA Response: The Applicant will provide one (1) budget, but the proposed budget shall clearly identify NHTSA provided funding and any cost sharing or in-kind funding. NHTSA will provide $476,932.00 so any cost sharing or in-kind funding will result in a total proposed budget that exceeds $476,932.00.

b. What if the additional funding source has not set an exact budget yet?

NHTSA Response: The additional funding, either cost sharing or in-kind funding, will be required to be determined and finalized prior to submission of application.

4. In Section B.7 of the NOFO, in the list of Milestones and Deliverables, Item number

7 requires that the recipient Disseminate Information at Stakeholders’ National, Regional, and State Meetings, and specifies that this will occur on an ongoing basis at a rate of eight events per year.

Does this mean that the recipient will be expected to complete 8 dissemination events for each of the 5 years in the agreement, for a total of 40 such events? Or, does this requirement imply that the recipient should conduct 8 events annually during the later years of the agreement (e.g., years 3-5) following acceptance of the work plan, completion of research, development of program materials, etc.?

NHTSA Response: The recipient should plan to disseminate information as soon as materials are developed and approved. This time frame will vary and can be after the first year of the agreement.
