About this file

This is a Request for Quote (RFQ) from the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), for the procurement of a hydrogen generator system to support forensic laboratory operations in Jamaica.

The RFQ seeks one Peak Scientific Intura H2 250 hydrogen generator (brand-name-only, part number 3305698-0-02) with auto-fill capability, plus an annual service kit, on-site installation and training, and door-to-door shipping to Kingston, Jamaica. The generator will provide hydrogen gas for two Agilent gas chromatography systems at Jamaica's Institute of Forensic Science and Legal Medicine (IFSLM), replacing compressed gas cylinders and helium dependency. Four CLINs comprise the requirement: CLIN 001 (hydrogen generator), CLIN 002 (annual service kit), CLIN 003 (on-site installation, gas distribution, commissioning, and training), and CLIN 004 (shipping). This is a firm-fixed-price, single-award purchase order with no options. Quotations must be submitted via email to KingstonQuotes@state.gov by 10:00 A.M. Kingston Jamaica time on November 13, 2026. Written questions are accepted through 2:00 P.M. local time on November 2, 2026. All quotes must remain valid for ninety (90) calendar days from the closing date. Delivery to the U.S. Embassy Kingston must occur within eighty-four (84) calendar days after purchase order award, with all installation, commissioning, and training completed within one hundred twenty (120) calendar days of award.

Evaluation will employ a trade-off methodology under simplified acquisition procedures (FAR 13.106), prioritizing technical acceptability as a pass/fail threshold, followed by installation/training/support approach, past performance, and price as significantly less important factors. The Government may award to a higher-priced offeror if superior non-price factors justify the additional cost. Each quote must include a technical proposal, company background, pricing by CLIN, past performance narrative, current Peak Scientific authorization letter, warranty service plan for Jamaica, and proposed delivery schedule. The contractor or a Peak-certified third party must perform all installation and training in English. A twelve-month comprehensive warranty and thirty-six-month PEM cell warranty are required, both commencing upon Government acceptance of the installed unit. The contractor must be registered in the System for Award Management (SAM) prior to award and must source all products through manufacturer-approved distribution channels for federal sales. No partial shipments are permitted unless the contracting officer specifies otherwise at award.

SECTION 2

STATEMENT OF WORK (SOW)

BACKGROUND

The Bureau of International Narcotics and Law Enforcement Affairs (INL) leads the Department of State's efforts to counter crime and illegal drugs abroad in order to keep Americans safe. INL prioritizes delivering tangible benefits to the American people through security assistance, criminal deterrence tools, and diplomatic engagement that address threats at their source. INL programs to degrade transnational criminal organizations (TCOs) and narco-terrorists that threaten U.S. national security and disrupt drugs and crime harming American communities.

Under the Caribbean Basin Security Initiative (CBSI), INL is working with Jamaica's Institute of

Forensic Science and Legal Medicine (IFSLM) to produce more timely, reliable and court-admissible forensic evidence. IFSLM runs two Agilent gas chromatography systems that support forensic drug analysis:

1. Agilent 7890A GC with 5975C VL MSD (Triple-Axis Detector): will use hydrogen as

GC-MS carrier gas, replacing helium

2. Agilent 7890A GC-FID: will use hydrogen as FID fuel (detector) gas

INL seeks a vendor to provide one on-demand laboratory hydrogen generator, plus installation, gas distribution, commissioning, training and warranty services, as described in Appendix A

(Technical Specification of Items). The generator will replace compressed gas cylinders and remove the lab's reliance on helium. INL is standardizing on the Peak Scientific Intura H2 250 platform across CBSI partner forensic laboratories in the region.

SCOPE

The vendor shall provide ALL items stated under APPENDIX A, TECHNICAL

SPECIFICATION OF ITEMS of this RFQ. Packaging and preservation shall be IAW best commercial practices to enable shipment to final destination in Jamaica to the address specified

(e.g. see below), without repacking or incurring damage during shipment and handling.

TYPE OF CONTRACT

This is a firm-fixed-price, single-award purchase order with no options. The items in Appendix

A are brand name only (Peak Scientific), under NAICS 334516, Analytical Laboratory

Instrument Manufacturing. The Government will pay nothing extra for:

• cost increases in materials, equipment or labor

• the contractor's failure to estimate or predict prices correctly

• difficulty in achieving the required results

• currency exchange fluctuations

The Government will not pay for labor hours beyond the fixed price quoted for CLIN 003.

BASIS OF AWARD

The Government expects to award a purchase order to the responsible offeror whose quote gives the best value to the Government under a trade-off process, using simplified acquisition

Procurement Sensitive: Unauthorized disclosure of this information violates the Procurement Integrity Act.

procedures (FAR 13.106). The Government may award to a higher-priced offeror if its better non-price factors justify the extra cost.

Quotes must give full, accurate and complete information as this solicitation package requires, including attachments. The penalty for false statements in quotes is set out in 18 U.S.C. 1001.

Each quote must include:

• a technical proposal

• a short company background

• pricing broken out by CLIN

• a past performance narrative for a similar requirement

• a current letter from Peak Scientific confirming the offeror is an authorized reseller and service provider

• a warranty service plan for Jamaica

• a proposed delivery schedule

EVALUATION FACTORS

Offers will be evaluated based on the following factors:

Factor 1 – Technical Acceptability (Pass/Fail). The quote must show all of the following:

• Conformance: The quote meets the requirements in this solicitation and its attachments and includes all the information it asks for.

• Brand name: The quote offers the exact Peak Scientific part numbers in CLINs 001 and

002, with no substitutes.

• Authorized channel: The quote includes a current letter from Peak Scientific authorizing the offeror to sell and service the product in Jamaica or the Caribbean region.

• Completeness: The quote prices all four CLINs, including delivery to the U.S. Embassy

Kingston.

• In-country installation: The offeror will install the unit in Jamaica itself, or will identify, coordinate and pay for a Peak-certified third party to do so under the contract.

• English language: All documentation, training materials and support services are in

English.

• Warranty and support: The quote provides the manufacturer's standard warranty as described in Appendix A, plus technical support.

• Training: The offeror will train laboratory staff itself, or will identify, coordinate and pay for a Peak-certified third party to do so under the contract.

Quotes that fail Factor 1 will not be evaluated further.

Procurement Sensitive: Unauthorized disclosure of this information violates the Procurement Integrity Act.

Factor 2 – Installation, Training and Support Approach. The Government will evaluate:

• the plan for installation, gas distribution to both Agilent 7890A instruments, and commissioning, including the switch from helium to hydrogen carrier gas on the 5975C system

• the qualifications of the technicians and the training approach

• the warranty service approach in Jamaica: on-site or return-to-depot repair, response times, who pays shipping and travel costs, and how parts are supplied

• experience supporting Peak units in the Caribbean region

• the proposed delivery schedule

Factor 3 – Past Performance. The Government will evaluate:

• Relevant experience: a record of supplying, installing and servicing laboratory gas generators or similar analytical equipment for government, law enforcement or forensic customers, especially overseas

• Performance record: quality of products delivered, on-time delivery and responsiveness to customers

Factor 4 – Price: Total evaluated price across CLINs 001–004.

Factors 2 and 3 are listed in descending order of importance. Together, the non-price factors are significantly more important than price

Offerors must clearly state delivery dates in their quotes.

*** Offerors should clearly state the delivery dates in their responses to this RFQ.

DELIVERY DATE

Deliver to the U.S. Embassy Kingston no later than eighty-four (84) calendar days (12 weeks) after purchase order award. The offeror, and any Peak-certified third party installing or training on its behalf, must finish delivery, installation, gas distribution, commissioning and training no later than one hundred twenty (120) calendar days after award. The Government will give the contractor at least two (2) weeks' notice of site availability for installation.

SUPPLIES AND PRICES

The contractor will provide the new products described in Appendix A to the U.S. Government at the stated firm-fixed price. The contractor must do a pre-delivery inspection of the products and deliver them to the Place of Delivery listed below. The firm-fixed price includes:

• the pre-delivery inspection

• certificates of origin

• operator's manuals

• warranty certificates

• safety data sheets, if applicable
