About this file
This is a Questions and Answers document for RFQ PR16156704, issued by the U.S. Embassy in Bogotá, Colombia's GSO/Contracting Unit for the procurement of passenger vans, dated July 29, 2026.
The document clarifies key requirements and evaluation criteria for the solicitation. Vehicle dimensions of a 4,325 mm minimum wheelbase and 7,367 mm minimum overall length are mandatory minimum requirements that cannot be waived for equivalent models. American manufacturer preference or U.S. specification vehicles are evaluation preferences only, not mandatory requirements. Offerors must be officially licensed vehicle dealers in Colombia authorized to sell vehicles, as the Colombian plate registration process requires dealers to submit offers directly; prime contractors cannot act as intermediaries without preventing proper diplomatic license registration. Euro VI emissions specifications apply to Colombia, though U.S.-specification vehicles may be considered if they meet operational needs. Vehicles must be delivered fully operational and comply with published cabin requirements; certified modifications are acceptable only if they satisfy the stated specifications. A five-year manufacturer-backed warranty is preferred without comprehensive warranty coverage. The successful vendor is responsible for all transportation and export logistics to Bogotá; the Embassy will not be involved in the import process. Service availability through authorized Ford repair facilities in Bogotá is acceptable for warranty claims.

Item Questions & Answers
Q1
Vehicle Dimensions:
The RFQ requires a minimum wheelbase of 4,325 mm and a minimum overall length of 7,367 mm.
Please confirm whether these dimensions are mandatory minimum requirements or whether equivalent passenger van models with similar passenger capacity and performance characteristics may be considered.
A1 These are mandatory minimum requirements.
Q2
American Manufacturer Preference:
The RFQ states that models from American manufacturers or those built to U.S. specifications are highly preferred.
Please confirm whether this is an evaluation preference only, or whether it will be considered a mandatory requirement during the technical evaluation.
A2 It is a evaluation preference that will be considered in the offer evaluation process.
Q3
Offeror Eligibility:
The RFQ indicates that only offers from companies officially licensed to sell vehicles within Colombia will be accepted.
Please clarify whether:
* The offeror itself must be an authorized vehicle dealer in Colombia; or
* A company acting as the prime contractor may submit an offer when the vehicles are supplied, warranted, and serviced by an authorized vehicle dealer/manufacturer in Colombia.
A3 Because of Colombian plate registration process for new vehicles, authorized vehicle dealers in Colombia should submit an offer. Companies acting as the prime contractor may prevent the issuance of the sales invoice to the name of the Embassy, which will prevent the diplomatic license registry in Colombia.
Q4 Are the listed engine, transmission, and Euro VI emissions specifications considered mandatory requirements, or will equivalent U.S.-specification vehicles be considered if they meet the operational needs of the end user?
A4 Euro VI specifications apply to Colombia, however U.S.-specifications may be considered
Q5 Is compliance with the referenced Colombian regulations required prior to delivery, or would a manufacturer-authorized upfit or conversion completed before delivery satisfy those requirements?
A5 Vehicles will need to be delivered fully operational.
Q6 Regarding the required five (5) year warranty, is the expectation for a manufacturer-backed comprehensive warranty, or would an approved extended warranty program be acceptable provided service can be performed by an authorized Ford repair facility in Bogotá?
A6 Preferred Five (5) year manufacturer warranty, no comprehensive warranty.
Q7 For delivery to Bogotá, Colombia, is the successful vendor expected to provide transportation and export logistics, or will those arrangements be coordinated separately by the purchasing agency or its designated logistics provider?
A7 Vehicles should be delivered in Bogotá, The Embassy WILL NOT be involved in the import process.
Q8 Are certified upfitter modifications acceptable for passenger seating, flooring, and interior equipment, provided they meet the required specifications and applicable safety standards?
A8 Not sure we understand this question, however the cabin requirements must meet with what has been published in this requirement.
