About this file

This is a Single Source Justification form for a federal contract award not exceeding the simplified acquisition threshold, submitted by the U.S. Department of State for the U.S. Mission Geneva.

The contracting activity seeks to award a sole source contract to C.C. Sanitaire S.à.r.l (A. Chaboud & S. Curchod) for fire safety system installation services at the Mission of the United States of America, Route de Pregny 11, 1292 Pregny-Chambésy, Geneva, Switzerland. The estimated contract value is CHF 28,400.00, based on a detailed quote dated October 24, 2025 (Devis 227-25). The work involves installation of a secondary fire hydrant system at the garage entrance, including removal and relocation of the existing fire cabinet, modification of the main water supply with installation of a fire department valve, installation of new piping, interior and exterior hydrant valves with Storz connections, domestic water supply lines, three bypass valves, coordination with local utilities (Services Industriels de Genève), and water commissioning and testing. Specialized materials include 100mm and 65mm cast iron valves, Storz connections, and stainless steel Nussbaum piping and fittings.

The contracting officer determined that only one responsible source is available under FAR 13.106-1(b)(1), citing that C.C. Sanitaire possesses unique qualifications including familiarity with existing Mission systems, necessary Swiss licensing and certifications, capability to coordinate with local utilities, expertise in Swiss fire safety code compliance, and approval from the local fire safety service (service de sécurité incendie) that mandated the installation. The cost is deemed fair and reasonable for specialized fire safety work in Geneva requiring compliance with local regulations. The justification was certified on January 15, 2026, by Gillûm Joshua X (Facility Manager) and Mathews Paul B (Contracting Officer).

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR'S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

CITED

C.C. Sanitaire S.à.r.l (A. Chaboud & S. Curchod) is uniquely qualified for this project as they:

(1) are familiar with the existing fire safety systems at the Mission.

(2) have the necessary licensing and certifications to work on fire safety systems in Geneva;

(3) must coordinate directly with Services Industriels de Genève (SIG) for water shutoff and system modifications.

(4) possess expertise in Swiss fire safety code compliance and local building regulations; and

(5) are approved by the local fire safety service (service de sécurité incendie) which mandated this installation.

The work requires building-wide water shutdown and integration with existing systems, making prior knowledge of the facility critical.

Due to the specialized nature of fire safety system work in Switzerland, the requirement for coordination with local utilities (SIG), and compliance with Geneva fire safety regulations, solicitation was limited to qualified local contractors with appropriate certifications and existing relationships with Swiss authorities.

SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST

TO THE GOVERNMENT IS FAIR AND REASONABLE

Per the attached quote from C.C. Sanitaire Sarl dated October 24, 2025 (Devis 227-25), showing detailed breakdown of materials and labor totaling CHF 28,400.00 Cost is reasonable for specialized fire safety system installation work in Geneva, Switzerland, considering the complexity of the work, coordination with local utilities, compliance with Swiss fire codes, and the specialized materials required (Nussbaum stainless steel piping systems and fire safety equipment).

This installation is mandated by the local fire safety service and must comply with Geneva fire safety regulations. Delays in implementation could result in non-compliance with local fire safety requirements
