About this file
This is a Statement of Work (SOW) for a Blanket Purchase Agreement (BPA) for legal services issued by the U.S. Embassy Brussels. The solicitation (19BE2026Q0005) seeks a local law firm to provide HR-related legal services in Belgium, with a total estimated value of €30,000 and a maximum individual order limit of €6,500. The one-year agreement will run from December 11, 2025 to December 10, 2026, with the law firm authorized to provide non-litigation advisory services primarily focused on labor law, including business immigration, employment law, and social security law.
The scope of services is specifically limited to non-litigation advisory matters concerning Belgium's domestic law, with strict restrictions on legal representation. Only the Senior HRO, Deputy HRO, and HR Specialist are authorized to request services, and the law firm cannot represent the United States in courts without Department of Justice instruction. Additional requirements include specifying VAT inclusion in fees, potential VAT recovery processes, and mandatory consultation with A/GA for any advance payments. The services are intended to help the embassy navigate Belgium's complex employment legal environment before implementing staff policies or making personnel decisions.
