Synopsis/Invitation Notice to Establish a Blanket Purchase Agreement (BPA)
A. General Information
1. Authority: This acquisition is conducted in accordance with FAR Part 13, Simplified Acquisition Procedures.
2. Requirement: The U.S. Government intends to establish one or more Blanket Purchase Agreements (BPAs) for the provision of drapery services at U.S. Government facilities in Kuwait. Services will include:
o Laundry cleaning of drapes, sheers, and blackout curtains.
o Resizing and installation of curtains.
o Stitching and installation of new curtains and blinds.
3. Nature of BPA: BPAs are not contracts; they establish terms, conditions, and pricing in advance. Obligations occur only when the Government places calls (orders).
B. Period of Performance & Value
• Each BPA shall not exceed five (5) years.
• For SAM-registered contractors, the cumulative BPA value shall remain within the
Simplified Acquisition Threshold (currently USD 250,000 or equivalent in Kuwaiti dinar).
• For non-SAM-registered contractors, the cumulative BPA value shall not exceed USD 30,000 (or equivalent in Kuwaiti dinar).
C. Instructions to Interested Vendors
Interested vendors shall prepare and submit their submission/proposals in response to this notice, with documents clearly labeled in accordance with the four (4) categories specified below.
All submissions must be provided in English. If any documents are issued by the Government of Kuwait or other entities in a different language, the original document must be submitted along with a certified English translation. Documents not provided in English will be deemed unacceptable and will not be evaluated.
1. Capability Statement – A narrative demonstrating the vendor’s ability to perform the required services. To include legal business name and SAM registration status and Unique Entity ID (UEI #).
2. Licenses and Permits Plan – o Plan to obtain all licenses/permits required by local law (see DOSAR 652.242-
73).
o If already obtained, provide copies of current licenses/permits.
3. Recent relevant past performance for similar services within the past 3 years.
4. Pricing proposal in the attached tables, consistent with estimated annual quantities
(SQM) and requirements in the SOW.
D. Subcontracting Restriction
The Government requires that all drapery services covered under this BPA setup be performed directly by the contractor. Subcontracting of any portion of the drapery work (including measurement, fabrication, installation, or maintenance) is not permitted. This restriction is necessary to ensure consistency of workmanship, accountability for quality, and direct oversight of performance. Contractors must therefore demonstrate the capability and resources to perform the services in full with their own personnel, equipment, and materials.
E. Evaluation Factors
The Government will evaluate quotations to determine the best value and may establish multiple BPAs if in its best interest. Evaluations will consider, without order of precedence:
1. Compliance with required licenses and permits.
2. Relevant past performance.
3. Technical qualifications.
4. Price.
F. Government Rights
The Government reserves the right to establish one or more BPAs, make no award, or cancel this notice at any time. Task orders (calls) will be placed as requirements arise and if more than one BPA is established, calls will be distributed fairly among awardees.
G. Notice to Interested Vendors
The U.S. Government advises all interested vendors of the following standard terms regarding invoicing and payment:
1. BPA calls as Binding Instruments:
The Government will issue written Blanket Purchase Agreement (BPA) calls as the only authorized instruments for ordering and obligating funds.
2. Payment Terms:
The Government’s standard payment term is Net 30 days from the date of a proper invoice or acceptance of services, whichever is later, in accordance with the Prompt Payment Act (31 U.S.C. 3901, et seq.).
H. Price Schedule
Vendors shall propose firm-fixed prices per the estimated SQM as shown in the tables below, in accordance with the terms of this BPA and the Statement of Work (SOW). Proposed prices shall remain firm for 12 months from the date the Government establishes the BPA with the contractor. For any period beyond the initial 12 months, the contractor may request a price adjustment, subject to mutual agreement with the Government.
• The Government may place orders (calls) under the BPA based on these established prices.
• Quantities are estimates only and provided for evaluation purposes.
• The Government does not guarantee any minimum or maximum quantity under the BPA.

Statement of Work (SOW) Drapery Cleaning and Installation Project - Standards
The SOW involves comprehensive cleaning, resizing, and installation of drapery, sheers, and blackout curtains for a residential property. This includes both the refurbishment of existing window treatments and the installation of new curtains, with a focus on quality, precision, and cleanliness. The contractor will be responsible for ensuring all work meets the specified requirements and is completed to a high standard. This SOW provides clarity in the tasks, expectations, and responsibilities involved in the drapery cleaning and installation project, ensuring all parties understand their roles and the standards required.
This comprehensive SOW provides a detailed outline of the tasks, responsibilities, and standards expected for the drapery cleaning and installation project, ensuring clarity and accountability for both the contractor and the Government.
1. Cleaning and Refurbishment
1.1 Pre-Cleaning Inspection
• Check for Existing Damage: Inspect draperies, sheers and blackouts for any tears, stains, fading, or other damages. Notify the COR immediately if any issues are identified and provide the COR with the quantity of new fabric required to replace damaged or uncleanable curtains.
• Identify Curtain Fabric Type: Determine the appropriate cleaning methods based on the fabric type.
• Measure Draperies: Measure the draperies before cleaning to ensure proper rehanging and to check for potential shrinkage.
• Test for Colorfastness: Conduct a small test on an inconspicuous area to ensure the cleaning solution won't cause color bleeding or fading.
• Matching Fabric: Inspect all draperies through the property and ensure that the fabrics match (same fabric design). If this is not the case notify the COR immediately and request guidance on how to proceed.
1.2 Removal of Existing Drapery
• Careful Removal: The contractor shall carefully remove all existing drapes, sheers, and blackout curtains from all windows across the property, avoiding damage to hardware, walls, furniture, and windows.
• Notification of Issues: Notify the COR immediately if any removed curtains are identified as damaged, unsuitable for cleaning, or missing tie backs. The contractor will stitch and install the new fabric provided by the Embassy on the affected windows.
1.3 Cleaning Process
• Dry Cleaning: Professionally dry-clean all drapes, sheers, and blackout curtains to restore their original appearance and remove any dust, dirt, or stains. Ensure the process is suitable for the fabric types and does not cause shrinkage, color fading, or any other damage.
• Machine Washing: For machine-washable draperies, wash according to fabric care instructions, using a gentle cycle with mild detergent.
• Steam Cleaning: For non-washable draperies, use a handheld steamer to clean and freshen up the fabric.
• Pressing/Ironing: After cleaning, press or iron the draperies on the appropriate heat setting to remove wrinkles.
• Transportation of curtains: Handle curtains with care to avoid transferring dirt or oils;
place in protective bags immediately after cleaning to prevent any damage.
1.4 Resizing of Curtains
• Measurement Verification: After cleaning, measure each window to ensure proper fit.
• Resizing: Resize curtains, sheers, and blackout curtains to accommodate any changes in window dimensions or to correct any previous fitting issues, ensuring a neat and tailored fit.
1.5 Replacement and Repair of Hardware
• Inspection of Hardware: Inspect all existing metal hardware (rods, brackets, hooks, cords etc.) and identify any that are damaged, outdated, or non-functional.
• Replacement: Replace old or damaged hardware with new, high-quality metal hardware, ensuring durability and a secure fit.
• Repairs: Complete any necessary repairs to existing hardware to ensure proper functionality.
1.6 Installation of Curtains
• Installation: The contractor is responsible for ensuring that the installation is conducted professionally. All necessary measures must be taken to handle curtains carefully during the installation process. This includes ensuring that all curtains are properly aligned, ironed, and free from any stains or wrinkles.
• Place the drapes on a clean, hard surface before installation. This will help prevent wrinkles and make it easier to insert the needles or hooks.
• Display: When installing the curtains, arrange them in a fan-like manner to create a visually appealing display. This setup will enhance the neatness and stylish appearance of the curtains. Refer to the photo below:
• Tiebacks: If missing tiebacks were identified, provide the COR with samples for approval before installation.
• Final Check: After the drapes are hung, conduct a thorough final inspection to ensure they are properly aligned, free of wrinkles, and arranged neatly. Additionally, verify that the cord for opening and closing the curtains is fully operational.
1.7 Final Cleaning
• Site Cleanup: Clean the work areas upon completion of the installation, removing any debris, dust, or materials resulting from the project. All surfaces, including floors, windows, and furniture, must be left in a clean and orderly state.
2. New Curtains and Installation
2.1 Installation of New and/or Cleaned Curtains
• Curtain Style: Curtain style is “American pleat curtains”, characterized by pleats that are evenly spaced and pinched together at the top, similar to below photos:
• Measurements: Take measurements of all windows identified by the Government that require new curtains. Notify the COR of the exact quantity of drapery, sheers, and blackout fabric required.
• Stitching and Installation: Ensure all work meets the specified style and standards. All necessary measures must be taken to handle curtains carefully during the installation process. This includes ensuring that all curtains are properly aligned, ironed, and free from any stains or wrinkles and that are installed in the specified rooms.
• Hardware: Install appropriate hardware for each room as specified, ensuring all layers can be operated independently. The hardware used must be corded adjustable curtain rail with rope and/or ceiling mounted curtain track with rope similar to below photo:
• Layout Installation per Room:
o Bedrooms:
Install 3 layers of hardware to include drapes, sheers, and blackout curtains with tiebacks and cords in all bedroom windows.
Ensure that all layers are properly aligned and can be operated independently.
o Living Room, Dining Room, and Other Windows:
Install 2 layers of hardware to include drapes and sheers with tiebacks in the living room, dining room, and other specified windows.
Ensure tiebacks are positioned for easy use while maintaining an aesthetically pleasing look.
o Kitchen:
Install either blinds or café curtains in the kitchen windows, depending on the COR’s preference.
