About this file
This document is a Questions and Answers (Q&A) file for RFQ Number 15553820 issued by the U.S. Embassy in Quito, Ecuador, dated January 22, 2026. The Q&A addresses 15 questions from potential offerors regarding technical specifications, configuration alternatives, keyboard requirements, accessories, graphics cards, delivery terms, and partial quotations. The Embassy emphasizes strict compliance with Appendix A technical specifications, requiring all items to be new and unused. While "brand name or equal" alternatives are permitted, any proposed substitutions must meet or exceed all technical requirements and be supported by clearly marked manufacturer datasheets with specifications highlighted. Generic or unmarked datasheets will not be accepted. All equipment must be delivered under Delivered Duty Paid (DDP) INCOTERM to the Embassy's Quito location; the vendor bears all logistics, importation, and duty-related costs, though the INL Ecuador team will provide documentation for tax exemption and importation procedures.
The document clarifies that partial quotations are not acceptable; offerors must submit complete bids covering all items and quantities specified in Appendix A. Spanish-language QWERTY keyboards (Latin American LATAM version) are required for all laptops in CLINs #2, #3, and #5. Accessories including external DVD writers, mice, and backpacks must be included where specified. The Embassy rejects requests to omit components such as DVD writers, substitute gaming-grade equipment with corporate alternatives, or substitute end-of-life processors with newer models unless technical equivalence is documented. Offerors are responsible for reviewing the full solicitation and complying with all specifications outlined in Appendix A per Section 13 Evaluation Criteria and FAR 15.305(a)(3). The document is provided in both English and Spanish versions.

Answered 1 As stated in the Advertisement, Section 3.1.1 (Technical Specifications), “All items must be new, unused, and comply with the technical specifications in Appendix A.” Additionally, under Section 13 – Evaluation Criteria, proposals must “fully comply with the specifications outlined in Appendix A” to be considered technically acceptable.
While Appendix A allows for “Brand name or equal”, any proposed alternative configuration must meet or exceed all technical requirements specified in Appendix A and be clearly supported by manufacturer datasheets with the offered specifications clearly highlighted, as required in Section
13. Generic or unmarked datasheets will not be accepted.
Question 2 Keyboard Language Clarification: We noted a potential inconsistency in the keyboard requirements: Appendix A references an English (US) keyboard for CLIN #2, while the document note states that all equipment must be delivered with a Spanish-language QWERTY keyboard (LATAM) layout.
For purposes of technical compliance, standardization, and accurate pricing/lead times, please confirm the keyboard language required for CLIN #2, CLIN #3, and CLIN #5.
Answer 2 For clarification purposes, offerors shall refer to Appendix A – Technical Specifications, Page 7, which explicitly states: “All laptops must be equipped with a Spanish-language QWERTY keyboard, Latin American (LATAM) version”.
Question 3 Accessories Requirement: CLIN #2 includes the following accessories: external DVD writer, mouse, and backpack. Please confirm whether the same accessories are also required for CLIN #3.
Answer 3 Yes, those accessories are necessary.
Question 4 Graphics Card Consideration: For CLIN #002 and CLIN #003, please confirm whether it is acceptable to propose the NVIDIA GeForce RTX 5070, which is a newer and higher-performance successor to the RTX 4070 originally requested, while maintaining technical compliance and without negative cost impact.
Answer 4 While Appendix A allows for “Brand name or equal”, any proposed alternative configuration must meet or exceed all technical requirements specified in Appendix A and be clearly supported by manufacturer datasheets with the offered specifications clearly highlighted, as required in Section
13. Generic or unmarked datasheets will not be accepted.
Question 5 DDP (Delivered Duty Paid) Requirements: Considering that the applicable INCOTERM is DDP (Delivered Duty Paid) and that the equipment would be shipped from the United States to Ecuador, please confirm whether the Embassy will provide formal assistance with customs clearance and tax/duty exoneration applicable to foreign vendors, to ensure proper compliance with the DDP requirements.
Answer 5 Yes, the INL Ecuador team will provide the awarded vendor with the necessary documentation and procedures for tax exemption and importation. However, please note the following:
• As stated in Section 2.3 (Deliverables): “Equipment and services will be delivered in Quito, Ecuador – INCOTERM DDP (Door to Door – Delivery Duty Paid).”
• Section 4.1 (Resources) specifies: “The vendor shall provide all logistics, manpower, and equipment necessary to fulfill the delivery.”
• Furthermore, Section 9.3.1 (Warranty-Related Costs) and Section 10.1 (Supplies and Prices) clarify that all direct and indirect costs, including logistics and importation-related expenses, shall be the sole responsibility of the vendor and must be included in the offered price.
Question 6 Desktop Computer Specifications: Given the high performance required, do you need the equipment to be custom-built, or is there a specific brand and model (or reference code) that we should consider?
Answer 6 As stated in the Advertisement, Section 3.1.1 (Technical Specifications), “All items must be new, unused, and comply with the technical specifications in Appendix A.” Additionally, under Section 13 – Evaluation Criteria, proposals must “fully comply with the specifications outlined in Appendix A” to be considered technically acceptable.
Question 7 Partial Quotations: In the event that any item is not immediately available, is it possible to submit a partial quotation for the remaining supplies?
Answer 7
No, partial quotation is not acceptable.
Question 8 Whether you currently have an incumbent in place. Additionally, could you please let me know how many laptops and tablets you need?
Answer 8 Offerors are responsible for reviewing the solicitation in its entirety and submitting quotations that fully comply with the quantities and specifications outlined in Appendix A, in accordance with Section 13 – Evaluation Criteria and FAR 15.305(a)(3).

Question 13 Item 1, Desktop Configuration (GAMING vs Workstation):
• According to all specifications, this equipment corresponds to a GAMING desktop, where several of its components are from the ASUS ROG (REPUBLIC OF GAMERS) brand. Our question is: are you seeking a gaming desktop or a corporate
WORKSTATION?
• Considering the first question, is it acceptable to offer a Workstation with a next-generation processor, such as the Intel Ultra 9 285H series, instead of the Intel i9- 14900KF processor (released in 2023), which is now end-of-life?
• Likewise, is it acceptable to offer memory that is not Kingston brand, but a certified equivalent?
• Can a NVIDIA RTX graphics card of equivalent memory capacity be offered, corresponding to the corporate segment rather than the GeForce RTX 5070Ti, which is intended for gaming?
• Is it acceptable to offer an advanced air-cooling solution instead of liquid cooling, as long as it fully meets the processor’s cooling requirements?
• The requested case corresponds entirely to a gaming system; is it acceptable to offer a system with a corporate-style chassis?
• Can the keyboard and mouse be offered in a corporate line rather than a gaming line?
• Can a monitor from another brand be offered, potentially even the same brand as the proposed Workstation?

• Can a NVIDIA RTX graphics card of equivalent memory capacity be offered, corresponding to the corporate segment rather than the GeForce RTX 4070, which is intended for gaming?
• Can systems be offered with standard backlit keyboards instead of the requested 4-zone RGB backlit keyboard, which is designed for gaming?
• Regarding the external accessory, USB external DVD Writer units are no longer available on the market due to being technologically obsolete. We request that this item be omitted.

Preguntas y Respuestas
Pregunta 5 Requisitos DDP (Delivered Duty Paid):
Respuesta 7:
No, no se acepta cotización parcial.
Pregunta 8 Proveedor actual e inventario requerido:
¿Actualmente cuentan con un proveedor en funciones? Además, ¿podrían indicarnos cuántas laptops y tabletas se necesitan?
Respuesta 8:
