About this file
This document is a Single Source Justification form from the U.S. Department of State's Office of the Procurement Executive, seeking approval for a sole-source contract with CLARO El Salvador S.A. de C.V. The procurement is for 50 cellphone lines for the DHS/ICE Vetted Unit in El Salvador, with an estimated total value of $20,178.00. The contract requires corporate cellphone coverage of 1,100 minutes of airtime for calls within El Salvador and 45GB of data per line, enabling the Transnational Crimes Investigative Unit (TCIU) to communicate effectively with local law enforcement personnel.
The justification for the sole-source award is based on the requirement to use the same network provider (CLARO) as the Policia Nacional Civil (PNC), with whom the TCIU collaborates on criminal and civil investigations. The document notes that DHS/ICE currently has an active contract for the same number of lines under Purchase Order 19ES6024P0930, which expires in August 2025. The document is signed by Barrett R. McDaniel, Country Attaché for DHS HSI San Salvador, and Venkatesh Ramachandran, Contracting Officer at the U.S. Embassy in San Salvador, both certifying the accuracy and completeness of the information.
