QUESTIONS AND ANSWERS
ENGLISH VERSION
RFQ Number: PR15513972
1. Will equivalent brands and models that meet or exceed the minimum specifications be accepted, even if they are not the reference models listed?
Equivalent brands and models that meet or exceed the minimum technical specifications will be accepted. The reference models listed are for guidance purposes only.
2. Is the mechanical keyboard with Spanish LATAM layout mandatory or is a standard LATAM layout keyboard acceptable?
The requirement refers to the integrated laptop keyboard. A standard integrated chiclet keyboard with Spanish-language LATAM layout (QWERTY, ISO) is required.
Mechanical keyboards are not mandatory.
3. Is the DVD Writer an obligatory requirement, or can it be omitted if all other specifications are met?
The DVD Writer is a required specification as listed in Appendix A of the Advertisement.
However, since the requirement states “DVD Writer or similar,” an equivalent solution such as an external DVD Writer will be acceptable, provided it ensures full functionality.
Omitting the DVD Writer entirely would render the proposal technically unacceptable.
4. Can the 3-year warranty be provided by an authorized distributor in Ecuador, or must it come directly from the manufacturer?
As established in the Advertisement – Section 54.1 Deliverables (Warranty), the requirement is for a minimum three-year warranty identical to that provided by the original manufacturer and fully valid in Ecuador. This warranty may be honored either directly by the manufacturer or through an authorized distributor in Ecuador, if it offers the same official coverage.
5. For non-Ecuadorian companies, does VAT still apply, or is there an exemption for contracts with the U.S. Embassy?
As established in the Advertisement – Section 10.4 Value Added Tax (VAT), VAT applies only to Ecuadorian offerors, in accordance with local law. Foreign providers are exempt
RFQ Number: PR15513972
Embajada de los Estados Unidos de América
Avigiras E12-170 y Eloy Alfaro – Quito – Ecuador ec.usembassy.gov from Ecuadorian VAT; however, they remain responsible for any applicable import duties. Therefore, non-Ecuadorian companies will not charge VAT in their proposals.
6. Do you have a preferred brand for this procurement?
As established in the Advertisement – Evaluation Criteria, the selection process follows a Lowest Price Technically Acceptable (LPTA) approach. Therefore, the U.S. Embassy has no preference for a specific brand. Any brand will be considered acceptable, provided it fully complies with the technical specifications listed in Appendix A of the Advertisement.
7. Regarding services – What services are expected for the equipment (e.g., image loading, warranty management, maintenance, additional configurations)? Or is only basic operating system setup required?
As established in the Advertisement – Section 54.1 Deliverables (Warranty), the required three-year warranty must be identical to that provided by the original manufacturer and valid in Ecuador. The vendor shall serve as the Embassy’s sole point of contact for the management of warranty claims and must ensure proper coordination with the manufacturer or authorized distributor to guarantee full coverage during the three-year period. No additional services beyond the basic setup described in the Advertisement are required.
8. Since the equipment has specific configurations that must be imported, can an approximate delivery time of 45 days be accepted?
As established in the Advertisement – Schedule and confirmed in the Evaluation Criteria, delivery must occur within 15 calendar days after the purchase order is awarded. A proposed delivery time of 45 days would not be considered technically acceptable under this solicitation.
9. Is there a preference for processors, Intel or Ryzen?
As established in the Advertisement – Appendix A, Technical Specifications, the solicitation does not express a preference for either Intel or AMD Ryzen processors.
Both brands will be considered acceptable provided they are 2024 generation or newer and meet or exceed the required specifications.
10. There is a comment about VAT and a note that states: “10.4 Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion. For Ecuadorian offerors only. To be clear VAT is only addressable to Ecuadorian providers based on their value added. Foreign providers will only pay the import duty. Please advise if this is correct. Is there a due date for delivery?
As established in the Advertisement – Section 10.4 Value Added Tax (VAT), VAT applies only to Ecuadorian offerors in accordance with local law. Foreign providers will not charge VAT but remain responsible for any applicable import duties. Regarding delivery, the Advertisement – Schedule requires delivery within 15 calendar days after the purchase order is awarded.
11. Are you open to posting this request on Unison Marketplace?
For this solicitation, Unison Marketplace will not be used as a procurement channel.
This process is being conducted through SAM.gov. All proposals must be submitted following the procedures outlined in the current Advertisement.
VERSIÓN EN ESPAÑOL
