About this file
This is a Questions and Answers document for Request for Quotation PR15479379 regarding the production and dissemination of a bilingual podcast series for the U.S. Mission UAE's Public Affairs Section (PAS). The document addresses 15 contractor questions about production requirements, approval processes, and distribution responsibilities for an audio-led podcast series focused on U.S.-UAE collaboration themes including innovation, entrepreneurship, economic growth, and American ingenuity.
Key operational details include: episodes will follow a blended bilingual format with hosts and guests speaking in native languages, requiring subtitles and transcripts for accessibility; PAS requires 5 business days minimum for review and approval of topics, scripts, and guest bios with a standard 5-7 business day turnaround for content approval; contractors must secure studio space independently as embassy facilities will not be provided; filming of interviews is required to enhance teaser impact for video-centric platforms like YouTube, though static waveform visuals are acceptable for basic teasers. The contractor will handle all media negotiations, platform publishing, and distribution management while providing bi-monthly performance dashboards to PAS, with batch production encouraged but monthly release schedule maintained. PAS will provide official U.S. Mission UAE branding guidelines upon award and support high-level outreach coordination, particularly involving U.S. government officials, while paid media placements and influencer promotion are outside the current scope and budget.

Production and Dissemination of Bilingual Podcast Series
No Question (Action) Answer
1 Will all episodes follow a fixed format (e.g., host-led interviews), or is there room for different storytelling styles (e.g., panel discussions, thematic episodes, field recordings)?
While a consistent format (such as host-led interviews) is preferred for brand identity and listener experience, there is room for creative storytelling approaches such as panel discussions or thematic episodes. Field recordings are excluded under the current scope.
2 Will PAS support outreach and coordination with U.S. and UAE government officials, or is the contractor solely responsible for sourcing and securing all guests?
The contractor is expected to lead guest coordination efforts, including scheduling and communication. PAS will provide support for high-level outreach, particularly involving U.S.
government officials, and will assist— where possible—with coordination involving UAE government counterparts.
3 Is there a preferred process or lead time for the approval of topics, scripts, and guest bios?
Yes. PAS requires a minimum of 5 business days for review and approval of all topics, scripts, and guest bios.
Earlier submission is encouraged to avoid delays.
4 Are there specific U.S. government messaging guidelines or themes we must align with in each episode (e.g., innovation, diversity, entrepreneurship)?
Yes. Core themes include innovation, entrepreneurship, economic growth, U.S.-UAE collaboration, and American ingenuity—framed within the broader narrative of a Safe, Strong, and More Prosperous America. PAS will provide messaging guidance and review scripts to ensure alignment with U.S.
government priorities.
5 Will each episode be fully bilingual (e.g., Arabic and English within the same episode), or will there be separate language versions?
Episodes should follow a blended bilingual format, with hosts and guests speaking in their native languages as appropriate. Subtitles and transcripts must be provided for each episode to ensure accessibility and comprehension across audiences.
6 Will PAS provide access to any recording spaces (e.g., embassy facilities), or must the
The contractor is expected to secure studio access independently. PAS will contractor secure studio space independently?
not provide embassy recording facilities.
7 While this is audio-led, the inclusion of teaser clips and cut downs suggests video recording. Should all episodes be filmed, or is a static visual/audio waveform acceptable for teasers?
Static waveform visuals with dynamic design elements are acceptable for basic teasers. However, filming interviews are required to enhance teaser impact and ensure strong performance on video-centric platforms such as YouTube.
8 Will PAS facilitate placement support or introductions to the named outlets (Sky News Arabia, The National, etc.), or is it expected that the contractor handles all media negotiations?
The contractor is responsible for managing all media negotiations, placement logistics, and follow-up with local media outlets.
9 Are we expected to publish directly to podcast platforms (Apple Podcasts, Spotify, etc.) or will the Embassy manage uploading via its official accounts?
The contractor will be responsible for publishing and managing distribution across major podcast platforms, with PAS providing oversight on branding, metadata, and messaging consistency.
PAS will amplify content through its official digital channels.
10 Beyond organic distribution, is there a budget or scope for paid media placements, influencer promotion, or newsletter inclusion?
Paid media placements and influencer promotion are outside the current scope and budget. However, PAS may support organic promotion via U.S.
Mission channels and newsletters.
11 Will the contractor have direct access to analytics from all distribution platforms, or will this be mediated through PAS or its media partners?
The contractor is expected to collect analytics directly from platforms they manage and provide bi-monthly performance dashboards to PAS. PAS may supplement with analytics from its channels where applicable.
12 Aside from impressions and engagement, are there any specific performance KPIs PAS values most (e.g., audience retention, geographic reach, conversion to web traffic)?
PAS values audience retention, listen-through rates, geographic reach and platform engagement. Qualitative feedback from stakeholders is also important for final reporting.
13 Can multiple episodes be recorded and delivered in advance (e.g., quarterly batches), or is a rolling production model preferred?
A batch production model is encouraged to streamline workflow and ensure quality. However, episodes must still be released on a monthly schedule, in accordance with the milestone timeline outlined in the RFQ.
14 Will Embassy branding guidelines (fonts, logos, color palettes) be shared in advance for creating the visual identity?
Yes. PAS will provide official U.S.
Mission UAE branding guidelines upon award, including fonts, logos, color palettes, and usage guidance.
15 What is the expected turnaround time for PAS to review and approve episodes, guests, and promotional content?
PAS requires a standard turnaround time of 5–7 business days for content review and approval. Expedited review may be possible for time-sensitive content upon prior coordination.
