About this file
This document is a Single Source Justification form for the Department of State's Overseas Post Mission in the Bahamas. The procurement seeks a 65Mbps bandwidth Fiber Internet Service from Cable Bahamas to provide a VPN path for the OpenNet router at the New Embassy Compound (NEC), with 24/7 availability and customer service. The justification for sole-source procurement is based on Cable Bahamas being the only service provider with existing fiber-optic infrastructure at the NEC, capable of immediately scaling services to meet Diplomatic Technology (DT) requirements. Additional factors include a time-sensitive funding obligation deadline of July 31, 2025, and Cable Bahamas being one of only two licensed internet service providers in the Bahamas. The document emphasizes the critical nature of maintaining network services to prevent disruption of embassy operations.

SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION
THRESHOLD
SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
Department of State Contracting Activity
☒ Overseas Post Mission Bahamas (Nassau)
Requiring Activity
SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
New US Embassy OpenNet circuit required for VNET services through the local provider.
SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
Provide 65Mbps bandwidth of Fiber Internet Services that will provision the VPN path for the OpenNet router at US Embassy with 24/7 availability and 24/7 customer service access.
SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN
FULL AND OPEN COMPETITION
In accordance with FAR 13.106-1(b)(1), the Contracting Officer has determined that only one source is reasonably available for this procurement, as authorized under FAR 6.302-1 — Only one responsible source and no other supplies or services will satisfy agency requirements.
Cable Bahamas is the only service provider capable of delivering the required level of internet services at the
New Embassy Compound (NEC) within the time constraints imposed by Diplomatic Technology (DT).
Specifically:
• Cable Bahamas is the only provider that currently has the necessary fiber optic infrastructure already installed and operational at the NEC. This existing setup enables them to immediately scale service levels to meet DT’s requirements without delay or additional installation timelines.
• Without these services, Department of State personnel at the NEC will be unable to access OpenNet, significantly disrupting operations and mission readiness.
While post did publish the solicitation on SAM.gov on July 23, with a closing date of August 6, DT has directed that all ISP/VNET obligations must be made no later than July 31, 2025. Adhering to the original solicitation timeline would therefore result in a missed obligation deadline and risk disruption of essential services.
Additional considerations include:
1. Time-sensitive funding obligation deadline of July 31, 2025;
2. Only two service providers are licensed by the Utilities Regulation and Competition Authority
(URCA) to offer ISP services in the Bahamas, one of which is Cable Bahamas;
3. Cable Bahamas is the only provider with active fiber-optic infrastructure at the NEC, has demonstrated reliable performance, and is ready to scale up service to meet DT’s requirements;
Given these facts, proceeding with a Justification for Other Than Full and Open Competition (JOFOC) is the only viable path to ensure the timely continuation of critical network services at the NEC.
SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY
CITED
Cable Bahamas is the only provider with active fiber-optic infrastructure at the NEC, has demonstrated reliable performance, and is ready to scale up service to meet DT’s requirements. This will ensure continuations of services at the NEC.
SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST
TO THE GOVERNMENT IS FAIR AND REASONABLE
By signing the justification, the Contracting Officer makes a determination that the price to the Government is anticipated to be fair and reasonable.

All reviews and approvals should be completed in the order listed unless otherwise authorized or required.
